Özet:Kamu yönetimi ve kamu yönetimine ilişkin kavramlar, küreselleşmenin etkilerinin artması ile yapısal olarak değişim sürecine girmiştir. Kamu ve kamuya dair süreçlerde gerçekleşen değişimlerin temelinde, kamu hizmetlerinde var olan devlet etkisinin minimize edilmesi yatmaktadır. Diğer bir ifade ile değişim, devletin etkisinin minimum düzeye çekilmesi ve yeni bir kamu yönetimi anlayışının benimsenmesi ile ilgilidir. Yeni kamu yönetim anlayışı beraberinde bazı kavramlarında daha fazla önem kazanmasını getirmiştir. Bu kavramların başında gelen yönetişimin kavramının temelleri katılım kavramına dayanmaktadır ve günümüz modern toplumları açısından değerlendirildiğinde son derece önemli bir kavram olarak karşımıza çıkmaktadır. Yürütülen bu çalışmada, yönetişim kavramı ve yönetişim kavramının temel yapı taşı olan siyasal katılım kapsamında ülkemizdeki sivil toplum kuruluşlarının irdelenmesidir. Türkiye’de yönetişim süreçleri kapsamında siyasal katılım düzeyi ve siyasal katılım düzeyinde yaşanan sıkıntıları sivil toplum kuruluşları özelinde inceleyen bu araştırma kapsamında, araştırmaya dâhil olan on beş sivil toplum kuruluşunun görüşleri çerçevesinde, ülkemizdeki siyasal katılım düzeyinin, tarihsel süreç ile kıyaslandığında, pozitif yönde bir seyir izlediği sonucuna varılmıştır. Ayrıca, araştırma kapsamında, siyasal katılım süreçlerinde toplumun tüm kesimlerinin tamamen temsil edilemediği ancak temsil oranının her geçen yıl arttığı ve siyasal katılım düzeyinin ülkemizde gelişen eğitim düzeyi ile paralel bir şekilde yükseldiği sonuçlarına varılmıştır. ABSTRACT Public administration and the notions of the public administration have entered the process of structural change with the increasing influence of globalization. On the basis of changes in public and public processes, there is a need to minimize the state influence in public services. In other words, change is related to the minimization of the influence of the state and the adoption of a new concept of public administration. The new concept of public administration has made some notions more important than others. The concept of governance at the head of these notions which is based on the concept of participation, and when assessed from the point of view of modern societies today, it emerges as an extremely important. In this work, the concept of governance and the discussion of the civil society organizations in Turkey within the scope of political participation which is the basic building stone of these of governance. This research examines the problems of political participation and the level of these problems within the scope of the governance processes in Turkey. It is true that the level of political participation in Turkey is in a positive direction compared to the historical process in the framework of the opinions of fifteen civil society organizations involved in the research. In addition, within the scope of the research, it has been concluded that the participation rate of all segments of the society is not fully represented in the political participation process but the level of representation has been increasing with each passing year and the level of political participation increases parallel to the level of education in Turkey.
