Özet:“Türkiye’de 1923-1960 Yılları Arası Zorunlu Çalışma” tezi, tarihsel süreçte oluşan zorunlu çalışma uygulamalarının tanımlarına ve değişen zaman zarfında oluşan yeni uygulamalara, uluslararası düzeyde getirilen normlar ile birlikte ele alarak, Osmanlı Devleti’ndeki uygulamaları da inceleyip, Türkiye’de 1923 sonrasında yapılan zorunlu çalışma uygulamalarını açıklamaya çalışmıştır. “Türkiye’de 1923-1960 Yılları Arası Zorunlu Çalışma” başlıklı tez üç bölümden oluşmaktadır. Birinci bölümde zorunlu çalışma, angarya, kölelik, serflik ve zorunlu çalışma tarihi anlatılmıştır. İlk çağ dönemi topluluklarında zorunlu çalışma uygulamaları ve gelişimi, Avrupa ve Osmanlı’da angarya uygulamaları anlatılmıştır. Zorunlu çalışma angaryayı kapsayan bir tanımdır. İkinci bölümde ise günümüz dünyasında uluslararası zorunlu çalışma örneklerine değinilmiş, konuyu daha iyi aktarmak açısından Moritanya, Pakistan, Hindistan… gibi uygulamaların yapıldığı ülkeler bazında işçilerin, kadın ve çocukların zorla çalıştırılmaları örneklendirilmiştir. Zorunlu çalışma ile ilgili insan hakları ve kanunlar açıklanmış, zorunlu çalışmanın yasaklanmasına yönelik belgeler belirtilmiştir. Üçüncü bölümde Türkiye’deki zorunlu çalışma tarihi anlatılmıştır. Bu bölüm Cumhuriyet öncesi ve sonrası olarak iki kısım altında incelenmiştir. Cumhuriyet’in ilanı öncesi Osmanlı Devleti’nden, Cumhuriyet’in ilanı sonrası Türkiye Cumhuriyeti’nin 1960’a kadar olan dönemi, konuyla ilgili çıkartılan kanunlar, nizamnameler, iş mükellefiyeti ve uygulamalar incelenmiştir. ABSTRACT In the thesis “The Forced Labour in Between 1923-1960 in Turkey”, there was mentioned that the definitions of changing the forced labour practices in historical period and the period of change, and it was appraoched that the developing practices in the international field, and it was tried to explain that the forced labour concept which was performed after the proclamation of republic, scrutinizingly the previous practices which had been done in this geography until today. The thesis which was titled “The Forced Labour in Between 1923-1960 in Turkey” had three main chapters. It was mentioned that the forced labour, drudgery, slavery and its history in the first chapter. The following concepts were explained such as The primitive societies era and its development before capitalism, the drudgery practices in Europe and Ottoman Empire and the differences between both of them and the capitalist manufacturing types. In the second chapter, it was mentioned that the international forced labour examples in today’s world, bondage, modern concepts and the examples were given about the laborers, women and children who were employed by force in Mauritania, Pakistan, India and several. The human rights related forced labour and the laws were explained, and the documents which are oriented to ban the forced labour were stated. In third chapter, the history of the forced labour in Turkey was explained. This chapter was studied under two parts such as the pre-proclamation of republic and after proclamation of republic. The era which was from the Ottoman Empire before the proclamation of republic, and after the proclamation of republic, the period which was up to 1960’s The Republic Of Turkey, and also the related laws and regulations which were introduced, the work amenability, the practices and the constitutions of The Republic Of Turkey were studied.
