Özet:Osmanlı Devleti’nde devlet işlerinin görüşüldüğü yer olan Divân-ı Hümâyun’da alınan kararlar mühimme defterlerine kaydedilirdi. Devletin merkez ve taşra teşkilâtı, bu kurumların yapısı ve işleyişi, ülkenin iktisadî durumu, siyasî, adlî ve sosyal konuları içeren mühimme defterleri, yazıldığı dönemin en önemli kaynaklarındandır. Üzerinde çalışma yapılan 34 Numaralı Mühimme Defteri, hicrî 7 Muharrem-28 Safer 986, milâdî 16 Mart-6 Mayıs 1578 tarihleri arasındaki hükümleri içermektedir. Bu dönemde Osmanlı Devleti’nin başında III. Murad, sadrazamlık makamında ise Sokullu Mehmed Paşa bulunmaktadır. 34 Numaralı Mühimme Defteri’nde İran Seferi’ne hazırlık ve seferin başlangıcında meydana gelen bazı gelişmeler ile buna bağlı olarak diplomatik faaliyetler önemli yer tutmaktadır. XVI. yüzyılın ikinci yarısından itibaren başlayıp, çalışmasını yaptığımız 1578 yılında devletin uğraştığı en önemli sorunlardan olan Celâli ve suhte isyanları, asâyişin temini başlığı altında ele alınmıştır. Bunlardan başka defterde vakıf, timar tahsîsi ve görev tercihleri, İstanbul’un iâşesi, bayındırlık, haberleşme ve yol sistemi, iktisâdî durum ve vergi tahsilâtı ile ilgili konularda hükümler bulunmaktadır. SUMMARY In the Ottoman Empire, the decisions taken at “Divan-i Humayun”, which is the establishment where the state matters were negotiated, were registered to the “mühimme ledgers”. Mühimme ledgers, which include the matters about the local and central state institutions, the structure and operational processes of these institutions economic, political, judicial and social situation of the country, are one of the most important information resources about the their periods. At this paper, 34th Mühimme Ledger is studied. 34th Mühimme Ledger includes the legislations between 7 Muharrem-28 Safer 986 according to the islamic calendar, which is the period between 16 March-6 May 1578 according to the Gregorian calendar. The ruler of the period is Murad the 3rd and the grand vizier of the period is Sokollu Mehmed Pasha. At the 34th Mühimme Ledger, the preparations of the Iran war, some developments which occured at the beginning of the military expedition, and diplomatic actions regarding these developments take an important place. The Celali and Suhte riots, which started at the beginning of the XVIth century, and which is one of the most important problems of the the state in 1578 are covered under the subject of “the procurement of the public order”. Besides these subjects, the legislations about the charity institutions, allocation of manors and mission preferences, subsistance of Istanbul, public works, communication and transportation systems, economic situation and tax collections take place in the 34th Mühimme Ledger.
