Özet:
Bu çalışmanın amacı, Türkiye’de 1963-2018 yılları arasında Devlet Planlama Teşkilatı tarafından yapılan kalkınma planlarında halk eğitimine ne kadar ve nasıl yer verildiğinin, bu kapsamda belirlenen hedeflere ne kadar ulaşıldığının saptanmasıdır. Bu çalışmada kalkınma ile eğitim arasındaki ilişkiden hareketle Türkiye’de çeşitli iş kollarında ihtiyaç duyulan nitelikli insan gücünü yetiştirmek ve halka eğitim olanakları sunarak bireyleri üreten, düşünen ve çağın gerektirdiği bilgi ve becerilere sahip noktaya taşımak adına 1963-2018 arasındaki kalkınma planlarında halk eğitimi ile ilgili ortaya konan hedeflerin ne kadar gerçekleştirildiği, geçmişten günümüze oluşturulan yazılı belge ve belli başlı istatistiklere dayalı olarak betimsel/tarihsel çözümleme modeli ile saptanmaya çalışılmıştır. Yapılan kalkınma planlarının Türkiye’deki eğitim sisteminin gelişmesini ve örgün/yaygın eğitim faaliyetlerini istenilen düzeyde olmasa da etkilediği görülmüştür. Bununla birlikte planlarda öngörülen hedeflerin gerçekleştirilmesinde istenilen başarının yakalanamadığı, Devlet Planlama Teşkilatı tarafından yapılan değerlendirme ve analizlere göre eğitimdeki ilerlemenin planın gerisinde kaldığı anlaşılmıştır. Türkiye’nin kalkınma hedeflerine ulaşabilmesinin, içerisinde bulunduğu duruma göre daha ileri noktalara gitmesinin ve toplumsal refahı sağlamasının tek yolunun çağın gereklerine göre mevcut halka eğitimi modelini yeniden düzenlenmesi, amaç ve muhteva bakımından yeniden yapılandırılması olduğu söylenebilir. Böylelikle kalkınmış bir Türkiye hedefine ulaşılabileceği düşünülmektedir. -------------------- The aim of this study is what the people of the State Planning Organization between the years 1963-2018 made by the education development plan in place and how much given that Turkey is to determine how much reached the targets set in this context. However, it was understood that the desired success in achieving the targets envisaged in the plans could not be achieved and according to the evaluations and analyzes made by the State Planning Organization, the progress in education lagged behind the plan. The achievement of Turkey's development goals, in found that situation by further point of going and social welfare to provide current public education according to the requirements of the time the only way to model the reorganization, objective and said it was restructuring in terms of content. Thus the goal of developing a Turkey which is supposed to be achieved.
