Özet:

ENGELLİLERİN MESLEKİ EĞİTİMİ VE İSTİHDAMI Engellilik günümüzde hala toplum tarafından yadsınan bir kategori olarak kabul edilmektedir. Bu kategorizasyonun nedenleri arasında toplumun engelliliği yanlış değerlendirmesi bulunmaktadır. Aslında engellilik salt bireylerin fiziksel ve psikolojik eksikliklerinden kaynaklanmamaktadır. Ekonomik, siyasal ve toplumsal aktörlerin engelliliği daha da görünür hale getirdikleri (ortaya koydukları ya da koyamadıkları projelerle) bir gerçeklik olarak engellilerin önünde durmaktadır. Engellilerin toplumsal, ekonomik ve siyasal yaşama daha fazla katılabilmesi, temel ve mesleki eğitimden yeterince yararlanması sonucunda daha fazla gerçekleşecektir. Ne var ki günümüzde engellilerin büyük bir çoğunluğu ne temel eğitimden ne de mesleki eğitimden yeterince yararlanamamaktadır. Genel olarak var olan işsizlik problemi, toplumun önyargıları ve mesleki eğitimin istenen kalitede ve erişilebilirlikte olmaması engellileri ve ailelerini daha kötü çalışma şartları, sosyal ve kültürel alandan soyutlanma ve dahası yoksullukla baş başa bırakmaktadır. ABSTRACT VOCATIONAL EDUCATION AND EMPLOYMENT OF DISABLED PEOPLE Being disabled is still accepted by society as a rejected category. One of the reasons of this categorization is the wrong evaluation made by the society. Basically being disabled is not only result of physical and psychological deficiency of individual but also economical, political and social factors –with the projects that could be introduced or not – make disabled people more visible as a fact. For more attendance of disabled people to social, economical and political life, they should benefit by basic and vocational education adequately. However at the present day most of disabled people can get neither basic nor vocational education. Existing unemployment problem, prejudgment of society and quality and accessibility of vocational education is not as desired, cause difficult working conditions, isolation from social and cultural fields and poverty of both disabled people and their family. RÉSUMÉ EDUCATION PROFESSIONNELLE ET L’EMBAUCHE DES HANDICAPES Aujourd'hui “être handicapé” est encore considérée par la société comme une catégorie rejetée.Une des raisons de cette catégorisation est la mauvaise considération faite par la société. Fondamentalement, le handicap n'est pas seulement un résultat d'une déficience physique et psychologique des facteurs individuels, maisaussi économique, politique et sociale avec les projets qui pourraient être introduites ou non – rendre les personnes handicapées plus visible comme un fait. Pour la plupart des personnes handicapées à la vie sociale, économique et politique, ils doivent bénéficier de l'éducation fondamentale et de formation professionnelle adéquate. Pourtant de nos jours, la majorité des personnes handicapées ne peut se servir ni de l'éducation de base, ni de la vie professionnelle. Le fait que les problèmes du chômage, ceux des préjugés des sociétés contre les handicapées et inaccessibilité à l’éducation professionnelle existe toujours et à cause des conditions n’étant pas favorables pour eux, tous ces mauvais effets entraînent des difficultés concernant l’embauche des handicapés ; d’autre part celacause aussi leur isolement des champs sociaux et culturels et la pauvreté de personnes handicapées avec leur famille. ZUSAMMENFASSUNG BERUFSAUSBILDUNG UND BESCHAEFTIGUNG VON BEHINDERTEN MENSCHEN Behindert sein wird in der heutigen Gesellschaft weiterhin als eine ablehnende Kategorie gezählt. Ein Grund dieser Kategorisierung ist die falsche Vorstellung in der Gesellschaft. Eigentlich ist Behinderung nicht Folge von körperliche oder geistige Mängeln des Individuums. In Wirklichkeit bringen viel mehr wirtschaftliche, politische und gesellschaftliche Faktoren, behinderte Menschnen (mit Projekten die eingeführt sind oder nicht) in den Vordergrund.. Angemessene Schul- und Berufsausbildung würde zu einer besseren Teilnahme von behinderten Menschen im sozialen, wirtschaftlichen und politischen Leben führen. Derzeit fehlt einer grossen Mehrheit von Behinderten der Zugang zur Schul- und Berufsausbildung. Arbeitslosigkeit, gesellschaftliche Vorurteile und das Fehlen von qualitativer und erreichbarer Berufsausbildung führt zu schlechteren Arbeitsbedingungen von Behinderten und deren Familien. Mit der Folge der soziale und kulturele isolation und der Gefahr einer großen Armut.
