YÜZYIL İKİNCİ YARISINDA BİTLİS VE TÜTÜN Bu çalışmada, Bitlis’in iktisadi ve idari yapısının tarihi arka planı, tütünün Osmanlı’ya gelişi ve bir gelir kaynağı olarak kabul edilmesinden sonra işletilmesi için yapılan kurumsal düzenlemeler ile Bitlis tütününün Bitlis vilayetindeki konumu anlatılmaktadır. Tütünün Dünya’ya yayılması ve gelir getirici bir unsur olarak yarattığı etkinin tarihsel sürecine de değinilmiştir. 19. yüzyılda Osmanlı Devleti’nin finansman ihtiyacını karşılamak için yaptığı kurumsal düzenlemelerde tütüne atfettiği önem, Reji Şirketi üzerinden analiz edilmiştir. Bitlis’in stratejik konumundan dolayı vilayete dönüşmesi ile 19. yüzyıl ikinci yarısında bu durumun meydana getirdiği iktisadi ve idari değişimin ayrıntıları aktarılmıştır. Bölgenin coğrafi şartlarının üretim için yeterli düzeyde olmamasının yarattığı negatif görünüme karşılık, Bitlis’in ticaret kervanlarının geçiş güzergâhında bulunması ve Reji’nin Bitlis ve Muş tütünleri için oluşturduğu organizasyon incelenerek, Anadolu’nun doğusunda yer alan bu vilayetin iktisadi yapısı detaylandırılmaya çalışılmıştır. 19. yüzyıl ikinci yarısında Reji’nin denetiminde gelişen ve iktisadi değeri giderek yükselen tütün bitkisinin yeni üretim ilişkileri, Bitlis özelinde çözümlenmeye çalışılmıştır. ABSTRACT IN THE SECOND HALF OF 19TH CENTURY BITLIS AND TOBACCO The thesis explains the historical background of economic and administrative structure of Bitlis in terms of three main aspects, the advent of tobacco to Ottoman Empire, after the adoption as a source of income requires the institutional arrangements for the production, and the importance of tobacco in the province of Bitlis. Therefore the historical process of the spread round the world of tobacco and as a new kind of income for Bitlis’s farmer has been mentioned. Regie Company has been analyzed during the 19th century in terms of the Ottoman Empire’s financial needs and its special institutional arrangements. Due to the strategic position of Bitlis in the second half of the 19th century, its administrative structure changed into province. Besides the causes of this transformation is shown in detail. The tobacco production was affected badly by geographical conditions of Bitlis. However, by examining the economic structure of this province in the east of Anatolia, there are some positive effects that Bitlis is located on the route of trade caravans and organization formed by Regie Company. In the second half of 19th century, tobacco’s developing economic value created the new relations of production which tried to solve the case of Bitlis under Regie’s control of production.
