Özet:BELEDİYELERDE STRATEJİK PLANLAMA VE ÜMRANİYE BELEDİYESİ ÖRNEĞİ Dünyada yaşanan gelişmelerin etkisiyle yeni kamu yönetimi anlayışı olarak adlandırılan bir değişim süreci başlamıştır. Bu süreçte kamu kurumları için yenilikçi ve etkin bir yapı oluşmasında katkıda bulunacak araçlardan biri olan stratejik planlama gündeme gelerek birtakım yasal düzenlemelerle kurumlara zorunlu kılınmıştır. Bu çerçevede, 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ile kamuda stratejik planlama uygulamasının yasal altyapısı oluşturulmuştur Bu çalışmada Türkiye’de belediyeler sınıflandırılmış, büyükşehir belediye sistemi ele alınmış ve belediyelerde stratejik planlama, amacı, yasal dayanakları, uygulamadaki faydaları ve zorlukları, stratejik planlama süreci detaylı olarak incelenmiştir. Bu doğrultuda stratejik planlama uygulamalarının getirdiği değişimin İstanbul’da Ümraniye Belediyesi 2012-2014 Stratejik Planı örneğinde ele alınması hedeflenmiştir. Bu çerçevede Ümraniye Belediyesi’nde uygulanmakta olan stratejik planlamanın tüm bileşenlerinin belirlenen amaç ve hedeflere ulaşmadaki rolü değerlendirilmeye çalışılmıştır. Son olarak Ümraniye Belediyesi’nde mevcut durumunun betimlenmesi ile birlikte stratejik planlama ekibi ile yapılan yüz yüze görüşmelerden elde edilen bulgular verilmiştir. Anahtar Kelimeler: Belediyeler, Stratejik Plan, Belediyelerde Stratejik Plan, Performans ABSTRACT STRATEGIC PLANNING IN MUNICIPALITIES AND THE CASE OF UMRANIYE MUNICIPALITY A period of change entitled as the sense of public administration has commenced by the effect of new developments across the world. In this period, strategic planning which is one of the tools that contribute to form an innovative and effective structure for public bodies has come to the fore and been obliged to the institutions with certain legal regulations. Within this framework, a legal infrastructure of strategic planning practice has been forged by Public Finance Management and Control Law numbered 5018. In this study, municipalities in Turkey are classified, the system of metropolitan municipality is discussed and strategic planning in municipalities; its purpose, legal basis, benefits and difficulties in practice and progress is examined in details. Accordingly, it is aimed to discuss the change coming up with strategic planning practices in consideration of the case of Umraniye Municipality 2012-2014 Strategic Planning. Within this scope, it is intended to evaluate the role of all components of strategic planning applied in Umraniye Municipality in achieving aims and purposes determined. In conclusion, the relevant current situation in Umraniye Municipality is described and findings acquired by face to face interview with the strategic planning team are submitted.
