Özet:

TEKNOLOJİ TRANSFERİ VE ÇOKULUSLU ŞİRKETLER Ülkelerin gelişmişlik düzeyi, teknolojiye sahiplik oranıyla doğrudan ilgilidir. Bu bağlamda, gelişmekte olan ülkeler, sahip oldukları teknoloji düzeyini arttırmak için çeşitli çabalar içine girerler. Ar-Ge faaliyetleri ile ülkelerin kendi teknolojilerini yaratmaları, yüksek bir bilgi düzeyi, nitelikli eleman ihtiyacı ve uzun bir süreç gerektiğinden, gelişmekte olan ülkeler, hızlı ve yüksek bir teknoloji girişi sağlamak için teknoloji transferini tercih ederler. Bir ülkenin bilim ve teknoloji seviyesine yapacağı katkı, teknoloji transferiyle ilgili en önemli olgudur. Teknoloji transferinde, çokuluslu şirketler büyük rol oynarlar. Çokuluslu şirketler, teknoloji transferi ile kendilerine çıkar sağlamaya çalışır, dolayısıyla teknoloji transfer eden ülkenin çıkarlarını düşünmezler. Bir ülkenin teknoloji transferinden elde edilebilecek fayda, ancak teknoloji transfer eden ülkelerin uygulayacakları uygun teknoloji transfer politikalarına bağlıdır. Teknoloji transferinden beklenen avantajların elde edilmesi için, ülkeler transfer ettikleri teknolojileri ulusal bilim ve teknoloji politikaları ile desteklemesi ve teknoloji transferini, yüksek teknoloji seviyesine ulaşmada basamak olarak kullanarak, kendi teknolojilerini yaratan bir ülke konumuna gelmeleri gerekir. Aksi takdirde, teknoloji transfer eden ülkeler, teknolojiye bağımlı bir ülke konumuna gelirken, teknoloji yeteneklerini de yükseltemeyeceklerdir. Türkiye'nin yapması gereken; uygulamış oldukları uygun teknoloji transfer politikaları ve ulusal bilim ve teknoloji politikaları ile teknoloji gelişmişlik düzeyini yükselten ülkeleri, örnek olarak almak ve bir ulusal inovasyon sistemi kurmaktır. GENERAL KNOWLEDGE ABSTRACT TECHNOLOGY TRANSFER AND MULTINATIONAL COMPANIES The development level of any country is directly connected with the rate of being ownership of the technology. To create their own technology by R&D activities needs a high level of information, qualified labor and a long process, so developing countries choose technology transfer to obtain a high-level technology in a fast way. The assistance which it is going to contribute to the level of technology of the country is the most important fact connected with technology transfer. On technology transfer process, multi-national companies take a great part. Multi-national companies try to benefit from technology transfer, so they don't even think of the benefits of the country that tries to transfer the technology. The advantage taken from a technology transfer is connected only with an appropriate transfer policy of the countries which are selling the technology. To take the expected advantages of a technology transfer, countries have to support the technology which has been transferred, with national science and technology policies, and also try to become a country which is creating its own technology, by using this technology transfer process as a stair step. Otherwise, countries, that are trying to transfer technology, are going to be dependent on technology and also won't be able to create their own technology. The policy that Turkey has to have is, to take the countries, which have been increased their technology development level with their appropriate transfer policies and national science and technology policies, as a model and to establish a national innovation system.
