Özet:Anahtar Kelimeler : Yerel Yönetimlerin Denetimi, Siyasal Denetim, Yargısal Denetim, İdari Denetim TÜRKİYE’DE YEREL YÖNETİMLERİN SİYASAL, YARGISAL VE İDARİ DENETİMİ Yerel yönetimler ve kamu mali yönetimi alanında yapılan yasal düzenlemeler, yerel yönetimlerin denetimini de etkilemiş ve dönüştürmüş olduğundan, bu yasal düzenlemeler sonrasında, yerel yönetimler üzerindeki denetimin niteliğini ve aksayan yönlerini ortaya koymak, yerel yönetimler üzerindeki denetim sisteminin iyileştirilmesine yönelik öneriler geliştirmek amacıyla, çalışmada yerel yönetimlerin siyasal, yargısal ve idari denetimi incelenmektedir. Çalışmanın birinci bölümünde denetimin, yönetim üzerindeki önemi ve etkisi dolayısıyla, denetim kavramı çeşitli yönleriyle ele alınmış ve yerel yönetimler ile denetlenme şekillerine yer verilmiştir. İkinci bölümde yerel yönetimlerin siyasal denetimi incelenmiş ve siyasal denetim araçlarının işlerliğini olumsuz etkileyen faktörlere ve siyasal denetimin etkinliğini arttıracak önerilere yer verilmiştir. Üçüncü bölümde çeşitli yargı kararlarından da yararlanılarak yerel yönetimler üzerindeki yargısal denetim incelenmiş olup, yargısal denetimin yetersizliklerine ve etkinliğinin arttırılmasına yönelik önerilere yer verilmiştir. Dördüncü bölümde ise yerel yönetimlerin idari denetimi ve yeni yasal düzenlemeler sonrasında gerek iç denetimde, gerekse dış denetimdeki değişim ve dönüşümler incelenmiştir. Bu bölümde ayrıca idari denetimin aksayan yönleri ile idari denetimin iyileştirilmesine ilişkin önerilere yer verilmiştir. Tezin sonuç bölümünde ise Türkiye’de yerel yönetimlerin siyasal, yargısal ve idari denetimlerinin incelenmesiyle ulaşılan sonuçlara ve yerel yönetimler üzerindeki denetimin etkinliğinin arttırılmasına yönelik önerilere yer verilmiştir. Keywords : Supervision of Local Governments, Political Supervision, Judicial Supervision, Adminisrative Supervision ABSTRACT POLITICAL, JUDICIAL AND ADMINISTRATIVE SUPERVISION OF LOCAL GOVERNMENTS IN TURKEY Since recent legal regulations in the area of local governments and public financial management have also affected and transformed supervision of local governments, in this study, afterwards these legal regulations, the political, judicial and administrative supervision of local governments is examined with the purpose of exhibiting the characteristics and problematic aspects of supervision over local governments and developing recommendations on the improvement of supervision system over local governments. In the first section of the study, in consideration of the importance and effect of supervision over governance, the concept of supervision is addressed in various aspects, and the local governments and forms of their supervision are dealt with. In section 2, political supervision of local governments is examined, and factors that negatively affect interoperability of the tools of political supervision and recommendations on increasing efficiency of political supervision are covered. In section 3, with also the help of different judicial decisions, judicial supervision over local governments is studied, inadequacies of judicial supervision are illuminated and recommendations on increasing efficiency of judicial supervision are taken place. In section 4, administrative supervision of local governments and the changes and transformations in both internal and external supervision afterwards recent legal regulations are analyzed. This section also includes problematic aspects of administrative supervision and the suggestions in improving administrative supervision. In the final section of the thesis, the results reached by analyzing political, judicial and administrative supervision of local governments in Turkey and recommendations on increasing efficiency of supervision over local governments are presented
