Özet:Güvenlik, tüm canlıların temel yaşamsal fonksiyonlarını devam ettirebilmesi için gerekli bir koşuldur. Bu durum yaşam alanları için de geçerlidir ve tarih boyunca insanlar kendi yaşam alanlarını güven ve emniyet altına almayı hedeflemiştir. Günümüzde ise şehirlerin giderek kalabalıklaşması onu bazı sorunlarla karşı karşıya getirmektedir. Trafik, çevre, altyapı ve imar gibi konuların yanı sıra şehir güvenliği giderek önemli bir hâl almaktadır. Suç oranlarındaki artış tüm şehir hayatı için bir tehdit oluşturmakta ve yerleşim alanlarının sürdürülebilirliğini tehlikeye sokmaktadır. Bu yüzden bir şehrin güvenliği ile sürdürülebilirliğinin birbiriyle yakından ilişkili olduğunu söylemek mümkündür. Aynı zamanda güvenlik, her zaman farklılaşan tehdit ve sorunlarla beraber düşünülmesi gereken bir konudur. Çünkü toplumların değişim ve dönüşümleri bir bakıma yeni sorun alanları üretmektedir. Bu süreç içerisinde çözüm yollarını da barındırmaktadır. Paradigmada yaşanan değişimlerde önemli bir etkiye sahip olan Endüstri Devrimleri güvenlik yaklaşımı için de geçerliliğini korumaktadır. Günümüzde yaşanılan Endüstri 4.0 çağı, özellikle güvenlik stratejileri açısından yapay zekâ, otonom sistemler, sanal gerçeklik, büyük veri analizi ve veri madenciliği gibi konuları gündeme getirmektedir. Bu tezin konusu Kocaeli İli’nin Gölcük İlçesi için Endüstri 4.0 bağlamında güvenlik stratejilerinin geliştirilmesidir. Bu tezin amacı Endüstri 4.0 bağlamında inovasyona dayalı güvenlik stratejileri açısından Gölcük’ün durumunu değerlendirmek ve buna ilişkin olarak öneriler getirmektir. Suç istatistikleri üzerinden temel sorunların belirlenmesi ve bunların çözümüne ilişkin önerilerin getirilmesi tezin ana hedefidir. Ayrıca bu tezde yaşam alanlarının sürdürülebilirliği ile güvenliği arasındaki ilişkinin sistemik bir bakış açısıyla incelenmesi hedeflenmiştir. Tezde son olarak hedeflenen konu güvenlik stratejilerinin durağan olmaması gerektiğidir. Yani bireyler ve toplumlar her geçen gün bir dönüşüm ve değişim yaşarken güvenlik stratejileri bu konudan ayrı tutulamaz. Dolayısıyla yaşanan her türlü yenilik ve gelişmenin güvenlik stratejilerine yansıması kaçınılmazdır. Bu tez öncelikle; inovasyona dayalı güvenlik stratejilerini Endüstri 4.0 bağlamında ele alan ilk çalışma olması, teorik bilgi, uygulama örnekleri ve sahadan alınan verileri sentezleyerek bir sonuca ulaşması açısından önemlidir ve bu yüzdendir ki literatüre önemli katkılar sağlayacağı düşünülmektedir. Tüm bunlara ek olarak uygulamaya yönelik öneriler getirmesi tezi daha önemli kılmaktadır. Bu yüzden hem karar verici ve uygulayıcılar hem de bu alanda çalışmayı düşünen akademisyen, araştırmacı ve öğrenciler için yol gösterici bir niteliğe sahiptir. Çalışmanın yönteminde hem kantitatif hem de kalitatif araştırma yöntemlerinden istifade edilmiştir. Kocaeli’nin Gölcük ilçesi ile sınırlandırılan bu tezde literatür taraması, ulusal ve uluslararası kurum ve kuruluşların teknik ve analitik raporları ile Gölcük İlçe Emniyet Müdürlüğü’nden elde edilen 2010 - 2018 yılları arasındaki suç istatistikleri kullanılmış ve yetkili personellerle mülakatlar yapılarak bu görüşlerden yararlanılmıştır. Son olarak Gölcük için bir model önerilmiş ve model SWOT Analizi Yöntemiyle değerlendirilerek güçlü ve zayıf yönleri ile fırsatlar ve tehditleri tespit edilmiştir. Araştırmada yapay zekâ ve büyük veri analizi gibi Endüstri 4.0 çağının getirdiği yeniliklerden yararlanılması sonucunda gözetleme ve denetim, ölçme ve analiz, güvenlik stratejisi belirleme ve gerekli kamu politikalarını uygulayarak yapısal sorunları ortadan kaldırma adımları izlenerek daha güvenli bir şehir hayatına kavuşulabileceği sonucuna ulaşılmıştır. -------------------- Security is a necessary condition for all living things to maintain their essential vital function. This situation also valid for living spaces, and throughout the history people had tried to secure and safe their living space. Nowadays, so that cities becoming increasingly crowded its confront some problems. In addition to traffic, environment, infrastructure and zoning, urban security is becoming increasingly important. The increase in crime rates poses a threat to all urban life and jeopardizes the sustainability of residential areas. Therefore, it is possible to say that the safety and sustainability of a urban are closely related. At the same time, security is an issue that should be considered with continuous differing threats and problems. Because the change and transformation of societies is producing new problem areas. This process also contains solutions. It also includes solutions in this process. Industrial Revolutions, which have a significant impact on the changes in the paradigm, also remain valid for the security approach. Nowadays, The Industry 4.0 era make artificial intelligence, autonomous systems, virtual reality, big data analysis and data mining a current issues, especially in terms of security strategies. The Industry 4.0 era, nowadays, bringing on the agenda, such as artificial intelligence, autonomous systems, virtual reality, big data analysis and data mining, especially in terms of security strategies. The subject of this thesis is to develop security strategies for Gölcük district of Kocaeli in the context of Industry 4.0. The aim of this thesis is to evaluate the situation of Gölcük in terms of of innovation-based security strategies in the context of Industry 4.0 and make recommendations regarding this. The main goal of the this thesis is to identify basic issues based through crime statistics and to propose suggestion for solving them. Also, in this thesis,it has aimed to examine the relationship between the sustainability and security of living spaces with a systemic perspective. In the thesis, the last targeted issue is that security strategies should not be static. So, while individuals and societies are experiencing a transformation and change day by day, and security strategies cannot be kept away different from this subject. Therefore, it is inevitable that any innovations and developments reflect on security strategies. Primarily, this thesis which is the first study that deals with innovation-based security strategies in the context of Industry 4.0, is important in terms of reaching the conclusion by synthesizing theoretical knowledge, application examples and data obtained from the field and it will be provide important contributions to the literature. Therefore, it has a guiding role for decision makers and practitioners as well as for academicians, researchers and students who are interested in working in this field. Both quantitative and qualitative research methods were used in study. The thesis is limited to Gölcük District of Kocaeli. The literature review, technical and analytical reports of national and international institutions and crime statistics obtained from Gölcük District Police Department between 2010 and 2018 were used and interviews were conducted with authorized personnel. Finally, a model was proposed for Gölcük and the model was evaluated with SWOT Analysis Method and its Strengths, Weaknesses, Opportunities and Threats had been identified. As a result of the innovations brought by the age of Industry 4.0 such as artificial intelligence and big data analysis, it was concluded that a safer city life could be achieved by following the steps of monitoring and auditing, measuring and analyzing, determining security strategy and eliminating structural problems by applying necessary public policies.
