Özet:

İnsanlığın dünya üzerinde varoluşundan günümüze dek insanlar birbirleri ile ticari ilişkilere girmişlerdir. Bu ilişkiler önceleri mal takası şeklinde, sonraları para-mal mübadelesi şeklinde olagelmiştir. Özellikle 1789 Fransız İhtilali ile 18. Yy ve sonrasında belirginleşen ülke sınırları, başından beri varolan bu ticareti durdurmamış fakat başka çehreler ile devam edebilmesini olanaklı kılmıştır. İktisat biliminin kurucularından Adam Smith’le beraber vurgulanan serbest dış ticaret argümanı, 20. yy’da ortaya çıkan gelişmeler, küreselleşen dünya ve maddi çıkarlarını korumak güdüsüne sahip ülkeler ile beraber terkedilmişe benzemektedir. Günümüzde ülkeler gerek politik gerek maddi çıkarlarını korumak adına dış ticaretlerini anlaşmalı oldukları ülkelere kolaylaştırma yoluna giderken; anlaşmalı olmadıkları ve iç üreticilerini korumak istedikleri sektör ve ülkelere karşı da gerek tarife içi gerek tarife dışı engeller uygulamaktadırlar. Çalışmada dış ticaret teorilerinin dünya üzerindeki gelişiminden başlayarak, bu teorilerin günümüzde bürünmüş olduğu “yeni korumacılık” uygulamalarının ne oldukları ve tarih içindeki seyirleri incelenmiş; mikro düzeyde ise Türkiye’nin Cumhuriyetin kuruluşundan bugüne dış ticaret politikalarının uygulanışı ve dünya ile beraber uygulanan yeni korumacılık araçlarının gerek dış ticarete etkileri gerekse uygulanış biçimleri çerçevesinde incelenmesi öngörülmüştür. -------------------- Since the existence of humanity on earth, people have entered into commercial relations with each other. These relations in the form of goods exchanges in the past, then in the form of exchange of money-goods. Especially with the French Revolution of 1789, the borders of the country which became prominent in the 18th century and later did not stop this trade which had existed from the beginning but made it possible to continue with other faces. The argument of free trade, which was highlighted with Adam Smith, one of the founders of economics, is that the developments in the twentieth century seem to have been abandoned along with the countries that have the motivation to protect the globalizing world and their material interests. Nowadays, in order to protect both political and material interests, countries are encouraging foreign trade to the countries they are negotiating; They are also applying tariffs and non-tariff barriers against the sectors and countries where they are not contracted and they want to protect their internal producers. In our study, starting from the development of the theories of foreign trade on the world, what are the new protectionism practices that these theories have adopted today and their course in history are examined; At the micro level, the implementation of foreign trade policies of our country since the foundation of the Republic and the effects of the new protectionism tools applied together with the world on our foreign trade and the ways in which they are applied are envisaged.
