Özet:ÖZET Küreselleşme ile birlikte dünyada teknoloji kullanımı hız kazanmıştır. Teknoloji, ülkelerin kalkınmasında ve gelişmesindeki en önemli hususlardan biridir. Teknoloji üretemeyen ülkeler, teknolojiyi transfer etmek zorunda kalmaktadırlar. Gelişmekte olan ülkeler (GOÜ) dünya ticaretinde yer almak, kalkınma ve gelişme kaydedebilmek adına teknoloji transfer etmektedirler. GOÜ’lerin yeni teknolojilerin transferinde karşılaştıkları sorunlar bu ülkeleri, teknoloji bağımlılığına sevk etmektedir. GOÜ’lerin teknoloji transferinde karşılaştığı sorunlara çözüm bulabilmesi için transfere konu olan teknolojiyi taklit yoluyla ülkeye kazandırması, yerel yeteneklerini geliştirmesi ve sürdürülebilir kalkınma planları belirlemesi gerekmektedir. Bu çalışmanın amacı GOÜ’lerin yeni teknolojilerin transferinde karşılaştıkları sorunları belirlemek ve bu sorunların çözümüne yönelik stratejiler geliştirmektir. Ayrıca bu çalışmada temel olarak GOÜ’lerden olan Türkiye’nin yeni teknolojilerden; biyoteknolojinin teknoloji transferi sorunu ele alınmakta ve Türkiye’deki süreci incelenmektedir. Geliştirilen stratejiler ile GOÜ’lerin teknoloji transfer bağımlılığını azaltarak yerel yeteneklerinin geliştirilmesi ve teknolojinin ülke içine kazandırılmasını sağlamak amaçlanmaktadır. Bu çalışmanın sonucunda GOÜ’lerin teknoloji transferinde karşılaştıkları sorunlara çözüm bulabilmesi için araştırmacı ve laboratuvar sayısının arttırılması, eğitim müfredatına yeni teknolojilerin eklenmesi, yasal mevzuatın yeniden düzenlenmesi, aktör işbirliklerinin sağlanması, AR-GE’deki GSMH’nin arttırılması, fiyat kontrollerinin yeniden düzenlenmesi, teşviklerin arttırılması ve transfer edilen teknolojinin taklit yoluyla ülkeye kazandırılması ve bu hususları göz önünde bulundurarak sürdürülebilir kalkınma planları hazırlanması gerekmektedir. -------------------- ABSTRACT Together with globalization the use of technology has accelerated in the world. Technology is one of the most important issues in the progress and development of countries. Countries that do not produce technology have to transfer technology. Developing countries (DC) transfer technology in order to take part in world trade and to progress and development. The problems that DC face in the transfer of new technologies lead these countries to dependence on technology. To find a solution for these problems they have faced while transferring the technology DC need to bring the technology to country through imitations and identify sustaniable development plans. The aim of this study is to identify the problems faced by the DC, in the transfer of new technologies and to develop strategies to solve these problems. Also in this studyit is basically addressed the problem of biotechnology one of the new technology, transfer of technology of Turkey which is also a developing country and it is examined the process in Turkey. With the developed strategies, it is aimed to reduce technology dependence of DC to improve local capabilities and to bring technology into the country. As a result of this study in order to find solutions to the problems faced by the developing countries in the transfer of technology, increasing the number of researchers and laboratories, adding new technologies to the education curriculum, to reorganize of the legal framework, ensuring the cooperation of the actors, increasing the GDP in R-D, reorganizing the price controls, to increase incentives and to bring the technology to country through imitation and takinging to account the seissues need to prepare sustainable development plans.
