Demokratik yaşamın devamını sağlamak için siyasi partilerin mali şeffaflığının sağlanması gerekmektedir. Siyasi partilerin mali açıdan şeffaf olabilmesi için uluslararası muhasebe standartlarıyla uyumlu bir hesap planının uygulamaya sokulması gerekmektedir. Bu amaçla siyasi partilere modern bilimsel kriterleri esas alan bir muhasebe sistemi oluşturmak bir zorunluluktur. Siyasi partilerin mali denetiminin bağımsız kuruluşlarca yapılması da son derece önemlidir. Bu sebeple yasal mevzuatta da gerekli değişikliklere gitmek gerekmektedir. Demokrasinin gelişmesi ancak mali ve siyasi liberalizasyon ile mümkün olabilecektir. Çalışmamızda siyasi partiler için bir muhasebe sistemi önerisi yapılmıştır. Önerilen muhasebe sistemine bağlı olarak Türkiye Muhasebe Standartları ile uyumlu bir hesap planı önerisi yapılmıştır. Öneri sistem ve hesap planının yürütmesini sağlamak amacı ile de tezin sonuna bir kanun teklifi eklenmiştir. To maintain the financial transparency of political parties in democratic life and needs to be ensured. Financial aspects of the political parties to be transparent, compatible with international accounting standards, an accountability plan should be put into application. For this purpose, the political parties to create an accounting system based on modern scientific criteria is a necessity. Auditing of political parties or independent bodies is extremely important. For this reason, the necessary legislative changes to the legislation should go. Will be possible with the development of democracy, but financial and political liberalization. In our study, the proposal is an accounting system for political parties. Depending on the proposed accounting system and an account plan, the proposal is consistent with Turkish Accounting Standards. Proposed system and chart of accounts in order to ensure the execution of a law proposal also added to the end of the thesis.
