Özet:E-devlet sistemleri için Elektronik Belge Yönetim Sistemleri hayati önem kazanmış ve hızla hayatımıza girmeye başlamıştır. EBYS’nin kurumlardaki başarısı; sistemin kullanımı, standartları, kurum politikaları ve kullanıcıların elektronik belge yönetim sistemine karşı tutumlarına bağlıdır. Bu başarı unsurları dikkate alınarak kurumlarda teknoloji kabul modeli kullanılarak, elektronik belge yönetim sistemlerinin değişim yönetimi sürecinde bilgi belge yöneticilerinin önemi nedir sorusunun cevabı bu tez çalışmasında araştırılmıştır. Bu çalışmada; belge yönetimi, elektronik belge yönetimi, değişim yönetimi ve teknoloji kabul modeli hakkında literatür çalışması yapılarak, İstanbul’da yer alan vakıf üniversitelerinin EBYS yöneticileri ile görüşmeler sağlanmış ve uygulama süreçleri analiz edilmiştir. Bu çerçevede standartlar, kurumsal ve yasal düzenlemeler göz önünde bulundurularak 12 sorudan oluşan anket soruları değerlendirilmiştir. Çalışmanın sonuçlarına göre EBYS proje yönetiminde bir yol haritası oluşturulmuş ve bilgi belge yöneticilerinin süreçlerde etkisi incelenmiş; konu ile ilgili önerilere yer verilmiştir. -------------------- Electronic Record Management Systems (ERMS) became crucial for an e-government systems in the last decade and then it started to important part of our lives rapidly. Therefore, the use of ERMS systems has become widespread in institutions and organizations. The success of the ERMS in the organizations are depend on the usage, system standards, corporate policies of ERMS and the attitudes of users towards the ERMS. Considering the above success factors, the answer of the question of the importance of information document managers in the change management process of electronic document management systems by using technology acceptance model in institutions is investigated in this thesis. Literature studies were conducted on document management, electronic document management, change management and technology acceptance model in this thesis. Interviews with administrators of ERMS of the foundaion universities in Istanbul were made by using literature studies and their ERMS project implementiton processes were analyzed. Within this framework, a survey with twelve questions were evaluated by taking into consideration the ERMS standards, official institutional and legal regulations. According to the results of this study, a road map of the ERMS project management was created and the impact of information document managers on the processes was examined, suggestions were given related to aim of the this thesis.
