Özet:İnşaat sektörü bir üretim sürecine sahip olması ve mekân yaratması nedeniyle kapitalist ilişkiler içerisinde önem arz etmektedir. Sektör üretim alanının fiziki altyapısını oluştururken aynı zamanda kentsel alanın gelişimini de sağlamaktadır. Dünyada inşaat sektörü yatırımları gelişmekte olan ülkelere kaymaktadır. Sektörün finans ve uluslararası ticaretle ilişkisi yoğunlaşmaktadır. İnşaat sektörü ileri-geri bağlantılarıyla bu ülkelerdeki ekonomik büyümeyi etkilemektedir. Gelir dağılımı, istihdam, dış ticaret, çalışma koşulları gibi kalkınma hedefleri ise yapısal dönüşüm politikalarına ihtiyaç duymaktadır. İktisadi büyüme bir önceki döneme göre hasıla artışını iktisadi kalkınma ise kalkınma hedeflerindeki bütünsel ve nitel bir değişimi ifade etmektedir. Bu çalışmanın özgün tarafı da burada ortaya çıkmaktadır. Türkiye’de 2002 yılı sonrasında ülke ekonomisinde ve inşaat sektöründe oluşan büyüme, kalkınma hedefleri bağlamında anlatılmaya çalışılmaktadır. Bu büyümenin kalkınma hedeflerini gerçekleştirmediği vurgulanmaktadır. -------------------- The construction sector is important in capitalist relations because it has a production process and creates space. While the sector constitutes the physical infrastructure of the production area, it also provides the development of the urban area. In the world, construction sector investments are shifting to developing countries. The relationship of the sector with finance and international trade is intensified. The construction sector affects economic growth in these countries through back-and-forth linkages. Development targets such as income distribution, employment, foreign trade, working conditions require structural transformation policies. Economic growth states the increase in output compared to the previous turn, and economic development states the total and qualitative change in development goals. The original side of this study also emerges here. In this study, growth in Turkey which formed in the construction sector and country's economy after 2002 will be explained in the context of development goals. It is emphasized that this growth does not fulfill the development goals.
