Özet:

KAMU KURUMLARININ KONUT UYGULAMALARININ YAPI KOOPERATİFLERİNİN KONUT UYGULAMALARI İLE TALEP YÖNÜNDEN KARŞILAŞTIRILMASI VE BİR UYGULAMA Bu tez çalışmasında öncelikle kooperatif kavramı anlatılmaya çalışılmış, kooperatifçiliğin Dünya ve Türkiye’deki doğuşu ve gelişimi konularında bilgiler verilmiştir. Daha sonra kooperatif çeşitlerine değinilmiş ve özellikle tezin ana konusunu oluşturan konut yapı kooperatifçiliği hususunda ayrıntılı bilgi verilmeye çalışılmıştır. Konut yapı kooperatiflerinin Türkiye’deki konut ihtiyacını karşılamadaki rolünü belirleyebilmek için ülkedeki konut ihtiyacı konusu irdelendikten sonra bu ihtiyacın karşılanmasında özel sektör, kamu kurum ve kuruluşları ile konut yapı kooperatiflerinin ürettiği toplu konutların katkıları örnekler üzerinde incelenmiş, özelikle kamu kurum ve kuruluşları ile konut yapı kooperatiflerince üretilen konutların gördükleri talepler karşılaştırılmaya çalışılmıştır. Bu karşılaştırma neticesi; kamu kurum ve kuruluşlarınca üretilen toplu konutlara gösterilen ilginin gittikçe artan bir eğilime, konut yapı kooperatiflerine gösterilen ilginin ise bunun tam aksine gittikçe azalan bir eğilime sahip olduğu görülmüştür. Talepteki bu farklılığın nedenlerini ve sonuçlarını anlayabilmek maksadı ile hazırlanmış sorular kullanılarak, örnek olarak seçilen bir konut yapı kooperatifleri birliğinin başkanı ile derinlemesine mülakat yapılmış, ayrıca yine aynı maksat ile hazırlanan başka sorulardan oluşan bir anket formu kullanılarak, konut edinme ihtiyacı duyabilecek yaştaki iki yüz otuz iki kişi ile anket yapılmıştır. Yapılan çalışmalardan elde edilen bulguların değerlendirilmesi sonrasında ise, konut yapı kooperatiflerinin mevcut olumsuz imajını ortadan kaldırarak konut edinme ihtiyacı duyan herkesin konut yapı kooperatiflerini güvenilir bir alternatif olarak düşünmesini sağlayacak, bununla beraber konut yapı kooperatiflerinin gerçek fonksiyonlarını yerine getirip umulan faydayı gerçekleştirmesini mümkün kılacak bir öneri geliştirilmesi ile çalışma tamamlanmıştır. Anahtar Kelimeler: Konut Sorunu, Toplu Konut, Kooperatif, Kooperatifçilik, Konut Yapı Kooperatifleri ABSTRACT THE COMPARISON OF HOUSING APPLICATIONS OF PUBLIC INSTITUTIONS AND HOUSING APPLICATIONS OF HOUSING COOPERATIVES IN TERMS OF DEMAND AND AN IMPLEMANTATION This thesis aims to explain cooperatives as a concept, and gives information about the birth and development of cooperatives in the World and in Turkey. Types of cooperatives have been mentioned afterwards, and especially details about housing construction cooperatives, which makes up the main subject of the thesis, have been given. In order to determine the role of housing construction cooperatives in filling the need for housing in Turkey, firstly the need for housing has been examined and then the contribution of mass housing projects produced by the private sector, public institutions and housing construction cooperatives have been examined through sample projects. Especially the demand for dwellings built by public institutions were compared with the demand for dwellings built by housing construction cooperatives. As a result of this comparison, it has been determined that the interest shown in mass housing projects built by public institutions has an ascending trend, and on the other hand the interest shown in mass housing projects built by housing construction cooperatives has a descending trend. In order to understand the reasons and results of the diversity of demand, an in-depth interview with a housing construction cooperatives union president has been done. Again with the same aim, a questionnaire, consisting of different questions, has been prepared and two hundred and thirty two persons have been interviewed. After the evaluation of findings, the study has been completed with a proposal which aims to eleminate the current negative image of housing construction cooperatives, and to make housing construction cooperatives a reliable alternative for people who are in need for housing, and also to make housing construction cooperatives able to fulfill their real functions and provide the, expected benefits.
