Özet:"Türkiye'de Büyükşehir Yönetimi: İstanbul Büyükşehir Belediye Örneğinde Yönetim, Siyasal Temsil ve Sorunlar" başlığını taşıyan tezimiz 4 ana bölüm ve alt bölümlerden oluşmaktadır. Birinci bölümde Türkiye'deki büyükşehirleşme sürecini ve kent politikalarını inceledikten sonra, özellikle 1960 sonrası ortaya çıkan büyükşehir sorununu çözmek için önerilen yönetim modellerine değindik. Daha sonra, 1984 yılında çıkarılan ve günümüzde büyükşehir belediye yönetim sistemimizin dayanağı olan 3030 sayılı yasayı tahlil ettik. İkinci bölümde İstanbul'un ekonomik gelişim sürecine, şehir yerleşmesinin ve idari bölünmenin farklılaşma sürecine değindikten sonra, İstanbul nüfusunun sosyo-ekonomik yapısını inceledik. Üçüncü bölümde 1984, 1989, 1994 ve 1999 İstanbul Büyükşehir Belediye Meclislerinin yapısını, üyelerinin doğum yerleri, eğitim durumları ve mesleklerini inceledik. Bu veriler yardımıyla İstanbul Büyükşehir Belediye Meclislerinin İstanbul genelini temsil edip edemediğini ortaya koymaya çalıştık. Dördüncü bölümde ülkemizde yerel yönetimlerin ortak sorunlarına değindikten sonra büyükşehir belediyelerinin sorunlarını inceledik. Büyükşehir yönetim modelindeki aksaklıkları gören ve çözüm üretmek isteyen toplumun çeşitli kesimleri ve merkezi hükümetler tarafından hazırlanan rapor, kanun tasarısı ve makalelere değinerek tezimizi bitirdik. ABSTRACT My thesis which is called administration of Metropoliten City in Turkey and administration, political, representation and problems in the example of Istanbul Metropoliten Municipality consists of four main sections, different sub-headings and the result. After examining the urbanisation process and city policies in Turkey in the first section, we have mentioned the models of administration which have been offered to solve the problems-especially those that have arisen since 1960. Then, we have analysed constitutional law number 3030 which was instituted in 1984 and is still the basis for municipal administration. After delineating the progression of the economic development of Istanbul, the differentiation process of the administrative division and the city settlement in the second section, we have studied the social and economics structure of the city. In the third section, we have researched the structure and work of the Municipal Assembly during the years 1984, 1989, 1994 and 1999, researching even such things as member's birth dates, jobs and education levels. With this data we have tried to ascertain whether the Assembly of the Municipality of Istanbul represents (reflects) the general interest of the city. In the fourth section, after mentioning common problems of local administrations in our country, we have investigated the problems of the Municipality of Istanbul. Finally, we have completed our thesis with reports, bills and articles prepared by people from various sectors who have been aware of shortcomings and who have wanted to try and solve the problems of the city.
