Abstract:
Energy has ceased to be a tool used only
in increasing production and economic activities in the international system,
but has also gained a great and powerful place in international relations
politically. The oil and natural gas resources identified in the Eastern
Mediterranean Basin, and even a certain part of which have been started to be
extracted, both reveal blocks that change regional dynamics, and these networks
have the power to become a game xxxfounder or a game changer in the global
system. An eco-political explanation is brought to the foreign policy behaviors
of local, regional and global actors operating in the Eastern Mediterranean
through the Eastern Mediterranean. In this context, it has been emphasized how
and on which axis the blocks that are expected to become more complex on the
level of relations in the future period emerge. EEZ agreements made by these
blocks, which appeared in the Eastern Mediterranean geography, the compliance
of navtex notifications with international legal norms and foreign policy
consequences were also tried to be explained. In addition, the alliances of
these states, which have been in conflict with each other in the region from
the past to the xxxrecent, and have taken a hostile attitude for many years,
trying to ignore Turkey have also been revealed.
Natural
resources identified in the Eastern Mediterranean; It has a critical importance
that deeply affects the energy dependence of Europe and Turkey, the monopoly of
Russia in the energy market, and the future of the states bordering the
discovered reserves. In addition, the cooperation policies pursued by the
Eastern Mediterranean Gas Forum, which was established here, contribute to the
energy security of Europe, while threatening Turkey's existing energy rights in
the region. The unilateral policies of the Eastern Mediterranean Gas Forum
towards Turkey's EEZ borders have been discussed both in terms of eco-political
and international legality. Although canceled at the moment, pipeline projects
such as EastMed, which are likely to be revised, negatively affect Russia,
Turkey and the TRNC in the regional area. The political conjuncture arising
from the natural resources here; China's xxxBelt-Road Initiative, the US and
Russia's struggle for dominance in the Eurasian geography, as well as the
current domestic energy political struggles affect Russia's geopolitical
position in a wide range. This complex structure and action-reaction sequence
that has emerged in the global sense has been explained in parallel with Turkey's
interests and the risks it will face, and the necessity for Turkey to stay away
from maximalist tendencies has been revealed.
This study aims to reveal the network of relations and power struggles that occur at different levels, from local to global. It has been tried to act within the framework of realism and constructivist theories and thus to reveal both regional alliances and who took which strategic steps in the power struggle and which power balance mechanisms were followed.
