ZAMAN SERİLERİNDE BOOTSTRAP ÇÖZÜMLEMELERİ VE TÜRKİYE’DE TANZİ ETKİSİNE UYGULAMASI (Doktora Tez i) Bootstrap metotları sadece istatistiksel analizlerin yanı sıra ekonomik ve ekonometrik analizlerde de uygulanan verinin yeniden örneklenmesine dayanan bilgisayar temelli popüler metotlardır. İlk olarak bağımsız ve özdeş dağılan veriler için geliştirilen metotlar son yıllarda zaman serileri için de uyarlanmışlardır. Bu tez bootstrap metotlarının çeşitlerini içeren ve zaman serileri analizinde uygulanan birim kök testleri ve vektör otoregresif (VAR) modelleri için tasarlanan bootstrap metotları açısından güncel bir çerçeve sunmaktadır. Tepki katsayıları için analitik olarak ve bootstrap metotları ile tahmin edilen güven aralıklarının performanslarının karşılaştırılması açısından VAR modelleri için geliştirilmiş bootstrap metotları bazı seçilmiş ve hesaplanmış değişkenlere uygulanarak Türkiye’de vergi yapısının analiz edilmesi amacıyla ortalama vergi toplama gecikmelerini ve bunun gelir eritici etkisini ele alan Tanzi-Etkisinin Türkiye için geçerli olup olmadığı analiz edilmiştir. Fakat Türkiye için bu alanda yapılan ampirik çalışmalar vergi toplama gecikmelerindeki yıllık verinin yetersiz olmasından dolayı oldukça sınırlıdır. Bu problemin üstesinden küçük örnek sapması düzeltilmiş bootstrap VAR tahmincileri ile gelinmeye çalışılmış ve Türkiye için Tanzi (1977) ve Choudhry (1991) tarafından geliştirilen teorik çerçeveye odaklanılmıştır. BOOTSTRAP SOLUTIONS FOR TIME SERIES AND APPLICATION ON TANZI EFFECT FOR TURKEY (abstract for PhD thesis) Bootstrap methods are popular computer-intensive data resampling methods which are not only generally in use for statistical analysis but also are applied for economic and econometric analysis. Although they were originally developed for independent and identically distributed data, in recent years several bootstrap methods have been adapted to time series. This thesis gives a framework of up-to-date coverage for different kinds of bootstrap methods and bootstrap methods developed for unit root tests and vector autoregressive (VAR) models for time series analysis. We applied the bootstrap methods developed for VAR models to some selected and calculated variables to compare the performances of analytically estimated and the bootstrapped confidence intervals for response coefficients on top of that to analyze the taxation structure of Turkey whether the Tanzi-Effect is significant or not by concerning average tax collection lags and its importance on revenue-eroding effects of inflation. But empirical evidences and studies in this area are limited for Turkey because of the procurement of insufficient annual data for collection lags. We try to get over of this problem by using small sample bias corrected bootstrap VAR estimators and focus on the theoretical frame developed by Tanzi (1977) and Choudhry (1991) for Turkey case.
