Özet:Devletin ekonomiye müdahalesinin objektif kriterlerden ziyade subjektif kriterlere dayanması yeni bir düşünce akımını doğurmuştur. James M. Buchanan ve Gordon Tullock tarafından ortaya atılan ve geliştirilen bu akım, devletin ekonomiye müdahalesinin sınırlandırılmasını ve politik aktörlerin subjektif karar almalarını engelleyici Anayasal sınırlamalar getirilmesini öngörmektedir. Kısa zamanda gerek Dünyada ve gerekse Türkiye’de birçok taraftar toplayan Anayasal İktisat yaklaşımı, devletin ekonomiye müdahalesinin sınırlandırılması ile yurt içi istikrarın sağlanacağını savunmaktadır. Çalışmamızda genel olarak Anayasal İktisat yaklaşımı ve devletin ekonomiye müdahalesi ile oluşan yolsuzluk ekonomisi incelenerek, Anayasal İktisat’ın ne denli gerekli olduğu sorusuna çözüm aranmaya çalışılmıştır. ABSTRACT That the state’s intervention with economy depends on subjective criteria rather than that of objective has generated a new thought movement. This movement, put forth and developed by James M. Buchanan and Gordon Tullock, envisages the limitation of the state’s intervention with economy and the introduction of constitutional limitations hindering the political actors to make subjective decisions. Having gained supporters both worldwide and in Turkey in a short time, Constitutional Economics approach defends the opinion that internal stability will be achieved by limiting the state’s intervention with economy. In our study, generally, Constitutional Economics approach and the corruption economics emerging with the intervention of the state with economy have been examined and a solution to the question of to what extent Constitutional Economics is required has been tried to be investigated.
