Özet:ÖZ KÜRESELLEŞME SÜRECİNDE SOSYAL GÜVENLİK HAKKI VE ENGELLİLER İçerisinde bulunduğumuz ve küreselleşme olarak adlandırılan süreç, çok çeşitli boyutları ile karmaşık ve çelişkilerle dolu bir süreçtir. Süreç içerisinde pek çok kavram, kriz yaşamış, değişim ve dönüşüme uğramıştır. Kavram ve sistem olarak modern devlet içerisinde görünüm kazansa da, olgu olarak, insanlığın var olduğu günden bu yana, doğal bir talep olan sosyal güvenlik de, kriz içerisindeki kavramlar arasında yer almıştır. Söz konusu bu çalışma ile, ‘sosyal güvenlik hakkı’ kavramı, irdelenmiş; küreselleşme sürecinde hakkın görünümüne yer verilmiş; hakkın gerçekleşebilmesi için gerekli olan değişim ve dönüşüme değinilmiştir. Çalışma içerisinde somut bir zemine oturmak adına, Son Bölüm’de, engellilerin sosyal güvenlik hakkı ve bu hakkın alması gereken şekil ve içerik incelenmiştir. Sonuç olarak, sosyal güvenlik hakkının gerçekleşebilmesi için, kriz içerisindeki temel dayanak noktalarında, kuvvetli bir değişimin gerektiği görülmüştür. ABSTRACT THE RIGHT TO SOCIAL SECURITY IN THE PROCESS OF GLOBALIZATION AND PEOPLE WİTH DISABILITIES The process, we have been living recently which is called “Globalization”, is so complicated and filled with paradoxes in its various aspects. Many concepts in this process have undergone crisis, revolution and transformation. Even if it has appeared as a concept and system in modern States, as a fact the concept “Social Security”, which has been a natural demand since mankind existed, is placed within the concepts belonging to “crisis”. Within the context of this study, the concept of “the right to social security” has been analyzed; the view of the “right” in globalization process has been placed in, the necessity of transformation and revolution in order to be eventuated. With the aim of formalizing this study, in the last section, the concept of “the right to social security” and the formal, procedural and material items which this right needs to include was examined. As a result, it has been deemed that there should be a serious change at the basic basis points of the crisis for realization of this right.
