Özet:

ENFLASYON HEDEFLEMESİ REJİMİ VE TÜRKİYE’DEKİ UYGULAMANIN PERFORMANS ANALİZİ Enflasyon 1970’lerde ciddi bir sorun olarak dünya gündemine geldikten sonra fiyat istikrarı para politikalarının öncelikli hedefi haline gelmiştir. Para politikası uygulamalarında, sosyal ve ekonomik şartlara ve merkez bankalarının konumlarına göre ülkeden ülkeye farklılıklar göstermesine rağmen, fiyat istikrarı nihai hedef olmadaki kritik önemini korumuştur. Merkez bankalarının asli görevi olan “ekonomide fiyat istikrarını sağlama” amacından uzaklaşmaları, 1990’lı yıllardan itibaren merkez bankalarına olan toplumsal güveni azaltırken, ülkelerdeki enflasyon beklentilerini de artırmıştır. Bu durum, hükümetleri yeni para politikası stratejisi olarak enflasyon hedeflemesi uygulamasına yöneltmiştir. İlk olarak 1990 yılında Yeni Zelanda’da uygulanan stratejinin başarılı sonuçlar vermesi, diğer ülkelerin de enflasyon hedeflemesine yönelmesine neden olmuştur. Enflasyon hedeflemesi, belirlenmiş bir enflasyon oranı için belirli bir dönemde gerçekleştirilmek üzere resmi bir hedef ya da hedef aralığının ilan edilerek taahhüt edilmesi, para politikasının en önemli amacının düşük ve istikrarlı bir enflasyon oranı sürdürmek olduğunun vurgulanması ve para otoritesince de benimsenmesi şeklinde tanımlanabilir. Enflasyon hedeflemesi, son yıllarda popülaritesi giderek artan bir para politikası stratejisidir. Enflasyon hedeflemesinin popülaritesinin giderek artmasının nedeni, makroekonomik performansı olumlu etkilediğine inanılmasıdır. Bu çalışmada, Türkiye’deki ekonomik şartlar altında, bu görüşün geçerliliği, En Küçük Kareler Yöntemine göre regresyon modeli aracılığıyla analiz edilmiştir. Ulaşılan sonuçlar şöyle lenebilir. i) Enflasyon hedeflemesi stratejisinin enflasyon oranı performansı üzerinde olumlu ancak zayıf bir etkisi vardır. ii) Enflasyon hedeflemesi stratejisi ile büyüme oranı arasında anlamlı bir ilişkiye rastlanmamıştır. iii) Enflasyon hedeflemesi stratejisi döviz kuru performansını olumlu etkilemiş ancak bu etki zayıf kalmıştır. ıv) Enflasyon hedeflemesi stratejisi nominal faiz oranı performansına olumlu etki yapmış ve bu etkinin kuvvetli olduğu görülmüştür. v) Ayrıca, performansı ölçülen makroekonomik değişkenlerin (enflasyon oranı, büyüme oranı, döviz kuru değişim oranı, nominal faiz oranı ) tamamının değişkenliğinin azaldığı gözlenmiştir. Bu sonuçlar, literatürde yapılan çalışmaların ortaya koyduğu: “enflasyon hedeflemesi stratejisi makroekonomik performansı olumlu etkiler” iddiasını, büyüme oranı dışında, desteklemektedir. ABSTRACT INFLATION TARGETING REGIME AND PERFORMANCE ANALYSIS OF TURKISH PRACTICE Price Stability has been a primary target for monetary policies because of the issue of inflation emerging as a serious problem in 1970s. Although monetary policy applications have different features accross the countries according to their social and economic conditions and the positions of their central banks, price stability has kept this critical importance as being the ultimate goal. As the Central Banks began to get away from their aim - which was their fundamental duty- to maintain price stability in the economy, this situation decreased the public trust on the Central Banks, besides increased the expectations of inflation effective 1990s. This situation led the governments to apply inflation targeting as a new strategy of monetary policy. The success of this strategy, after the first application in New Zealand in 1990 caused other countries lead to inflation targeting. Inflation targeting can be defined as an official target rate or a target band for a determined inflation rate and which is announced and committed by the monetary authority to be achieved for a specified period and which is also a strong emphasis and acceptance as to the importance of the price stability. Inflation targeting is a strategy of monetary policy that has been gaining increasing popularity in recent years. The reason for its increasing popularity is that it is believed that it influences macroeconomic performance positively. In this research, the validity of this approach was analyzed by using the least square technique in the regression model under the economic circumstances in Turkey. The results of this research can be summarized as follows: i) Inflation targeting strategy has a weak positive effect on inflation rate performance. ii) There is no significant relationship between inflation targeting strategy and growth rate iii) There is a positive but a weak relationship between inflation targeting strategy and exchange rate perfomance iv) Inflation targeting strategy has a strong positive effect on nominal interest rate performance v) There is a decrease in the variability of all macroeconomic variables (inflation rate, growth rate, ratio of exchange rate, nominal interest rate). Overall, these results support the argument in literature that “inflation targeting affects macroeconomic performance positively” with the exception of growth rate.
