Özet:Bu çalışma, Türkiye’de 1980’den günümüze düzenlenen kent heykeli yarışmaları sonucu elde edilen yapıtları konu almaktadır. Kent heykeli yarışmalarının biçim ve içeriği, ülkenin sosyal ve ekonomik koşullarına, siyasi yapısına, özel sektörün, toplumun ve devletin kamusal alanı kullanım ve değerlendirme biçimlerine göre şekil almaktadır. 1980 Darbesi sonrası siyasi, ekonomik ve toplumsal anlamda yaşanan kırılmaların etkisi, açık alanda yer alan yapıtlar üzerinde de hissedilmiştir. Uzun vadede ve kalıcı etkiler yaratan bir alan olan kent heykelleri, 1981’den itibaren sayısal anlamda büyük bir patlama yaşamıştır. Özellikle Atatürk imgesinin farklı misyonlar yüklenip üretilmesi yeni bir başlangıcın ilk hamlesidir. 1980’lerde başlayan anıt furyası bürokrasi ve hatta sivil inisiyatif içerisinde bir çeşit gelenek halini almıştır. Aynı zamanda bu gelenek bir tür yaptırım aracıdır. Siyasi düşünce ve örgütlenmelerin genel anlamda meşruiyetini sağlamada ana görsel göstergelerden olan Atatürk anıtlarına başvurmuş olmaları, söz edilen geleneğin devamlılığını artırmaktadır. Bu süreçte üretilen heykellerin mekânsal ve plastik anlamda sahip olması gereken tüm niteliklerin göz ardı edilmesi, hatta maliyeti düşürmek açısından çoğaltma tekniğine başvurulması, müdahale edilirken ciddi sorumluluklar gerektiren kamusal alanlara büyük zararlar vermiştir. Hazırlanan şartname yarışmanın ideolojisini, düzenini ve yönetimini yansıtır. Bu yüzden şartname, değerlendirme sonucu uygulanmasına karar verilen yapıtın üzerinde etkin bir rol oynar. Düzenlenen yarışmanın ürünü olarak ortaya çıkan yapıt, taşıdığı sanatsal verilerinin yanında o yarışmanın niteliğini de yansıtır.
