Özet:Anahtar Kelimeler : Sosyal Devlet, Yoksulluk TÜRKİYE’DE 1980 SONRASI SÜREÇTE SOSYAL DEVLET VE YOKSULLUKLA MÜCADELE 20. yy. boyunca çok sayıda ülke tarafından benimsenen Refah Devleti, ilk olarak sanayi devriminin etkileriyle ortaya çıkmaya başlamıştır. Birçok tanımı yapılmasına karşın genel olarak sosyal adalet ve sosyal güvenliği sağlamak ve herkes için insan onuruna yakışan asgari bir hayat düzeyini sağlamakla sorumlu devlet olarak ifade edilen Refah Devleti, II. Dünya savaşı sonrasında genişleme eğilimi göstererek “Altın Çağ”ını yaşamıştır. Daha sonra 1970’li yıllarda yaşanan ekonomik krizlerle birlikte, refah devletinin büyümesi durmuş ve refah devletinden uzaklaşmaya başlanmıştır. Dünyadaki bu gelişmelerden Türkiye’de etkilenmiştir. Anayasalarla temeli atılan ancak gerçek manada uygulayamaya geçirilemeyen sosyal devlet sistemi 1980’li yıllarla birlikte dönüşüm sürecine girmiştir. Bu süreç sonucunda günümüzde de etkili olan piyasa dostu sosyal devlet sistemi ile tanışılmıştır. Söz konusu sistem artı ve eksi yönleriyle çalışmamızın içinde değerlendirilecektir. 1980’li yıllarla birlikte yeni sosyal devletle hasıl olan diğer bir durum da yoksullukta meydana gelen artış olmuştur. Türkiye’de önemli bir sorun olan yoksulluk bu dönem sonrasında yaşanan gelişmeler ve yeni sosyal devlet sisteminin de gerektirdikleri neticesinde iyice artmıştır. Sadece ekonomik büyüme ve aile desteği ile yoksulluğun giderilemeyeceği görülerek, çeşitli yoksullukla mücadele yöntemleri geliştirilmiştir. Bu çalışmamızda yoksullukla mücadelede söz konusu yöntemlerden biri olan sosyal devlet uygulamaları incelenerek, Türkiye’de bu uygulamaların etkileri ve nasıl olması gerektiği konusu üzerinde tartışılacaktır. Keywords : Social State, Poverty ABSTRACT SOCIAL STATE AFTER 1980 AND STRUGGLE AGANIST POVERTY IN TURKEY Welfare state which was adopted by many countries throughout the 20th century emerged due to the effect of the industrial revolution. Despite its varios definitions generally, in order to ensure social justice and social security and in order for everyone to become to dignity in the state obliged to perform a subsistance level of life, expressed as a welfare state, had its ‘‘Golden Age’’ after World War II by expansion trend. Afterwards, with the economic crisis in the 1970s, the growth of the Welfare State stopped and started to regress from the welfare state. Turkey also has been influenced of these developments in the world. Social state systems, which was founded by the constitutions, began to the conversion process in the 1980s. As a result of this process, which is effective today, was introduced to the market-friendly social and state system. Positive and negative aspects of the study will be evaluated within this system. Throughout the 1980s, the other case which arises along with new social state was increasing in poverty. Poverty which is a major problem in Turkey has significantly increased after the recent developments in this period and the requirements of the new social state system. By witnessing that poverty cannot be eliminated only by economic growth and support of family, a variety of methods have been developed to fight poverty. In this study, by analysing one of the methods of social state practises aganist the poverty, the effects of this applications in Turkey and how it should be will be discussed in detail.
