Özet:AÇIK VE UZAKTAN EĞİTİMDE AKREDİTASYON YETERLİLİK DÜZEYİNİN İNCELENMESİ Bu araştırmanın temel amacı, Türkiye’de yükseköğretimde açık ve uzaktan eğitim alanında akreditasyon yeterlilik düzeyini öğretmen, öğrenci, yönetici, personel ve öğretim elemanlarının görüşlerine göre belirlemek ve bu alandaki eksikliklerin giderilmesine yönelik öneriler geliştirebilmektir. Araştırmanın, bu öneriler doğrultusunda, ülkemizde yükseköğretimde açık ve uzaktan eğitimde, kalitenin sağlanması, akreditasyon standartlarının oluşturulması ve bu alana yönelik yasal ve akademik düzenlemelere, girişimlere katkı sağlaması beklenmektedir. Araştırmada nicel ve nitel veri toplama ve çözümleme teknikleri birlikte kullanılmıştır. Araştırmanın verileri literatür taraması ve örnekleme giren katılımcılara yönelik geliştirilen ölçeğin uygulanması ile elde edilmiştir. Araştırmanın çalışma evreni, 2010-2011 öğretim yılında, Anadolu Üniversitesi Açıköğretim, İşletme ve İktisat Fakültelerinde öğrenim gören, İstanbul’da özel bir açıköğretim kursunda kayıtlı bulunan 3560 öğrenci ile bu kurslarda görevli bulunan 280 öğretmen, yönetici ve personelden oluşmaktadır. SPSS programı yardımıyla verilerin belirlenmesinde T Testi, Tek Yönlü Varyans Analizi(ANOVA) F Testi, Eta Korelasyon Katsayısı, Scheffe Testi, Tamhane Testi kullanılmıştır. Nitel araştırma kapsamında ise değişik üniversitelerin uzaktan eğitim merkezi, açık ve uzaktan eğitim fakültelerinde görevli 40 öğretim elemanı/görevli ile görüşmeler yapılmıştır. Nitel araştırma kapsamında kullanılan yarı yapılandırılmış görüşme formu yardımıyla toplanan veriler içerik çözümlemesi ile değerlendirilmiştir. Nicel ve nitel araştırma bulgularına göre, açık ve uzaktan eğitim kurumlarının belli standartlardan uzak olduğu, bu alana yönelik yasal düzenlemelerin (akademik, yönetsel, malî) gerçekleştirilmesi gerektiği görülmektedir. ABSTRACT REVIEW OF THE QUALIFICATION LEVEL OF ACCREDITATION IN OPEN AND DISTANCE EDUCATION Main purpose of this study was to determine the qualification level of accreditation in terms of open and distance education within the higher-education institutions in Turkey according to the respective opinions of the teachers, students, managers, personnel, and instructors, and to develop recommendations so as to eliminate the deficiencies in this field. It is thereby expected from this study to achieve quality in open and distance education within the higher-education institutions in our country, to develop accreditation standards, and to contribute to the legal and academic arrangements, and initiatives being delivered towards this field. Quantitative and qualitative data collection and analysis techniques were used in collaboration. Data from the study were obtained by means of literature search, and by way of applying the scale, having been developed for the participants included in the sample. Target population of the study is comprised of 3560 students, who were studying in the Open Education Faculties of Business Administration and Economics of Anatolian University, and enrolled in a private open education course in Istanbul in the educational term of 2010-2011, and 280 teachers, managers, and personnel, who were being employed in the said courses throughout the same period. T-Test, One-Way Variance Analysis (ANOVA) F-Test, Eta Correlation Coefficient, Scheffe Test, and Tamhane Test were used in the determination of data via SPSS program. In terms of qualitative study, 40 instructors/officers from distance education centers, and open/distance education faculties of various universities were interviewed. Data, was collected by means of the semi-structured interview form used within the scope of the qualitative study, were evaluated by way of content analysis. According to the quantitative and qualitative findings of the study, it is seen that, open and distant education institutions are far from certain standards and legislation (academic, managerial, financial) should thereafter be established in this field.
