Özet:Mesleki teknik eğitim veren liseler ülke endüstrisine ara eleman yetiştirmek amaçlı kurumlardır. Bu kurumların ülke endüstrisine yararlı ara eleman yetiştirebilmeleri için programları teknolojik gelişim ile paralel olmalıdır. Bu konuda merkeziyetçi eğitim yönetimi yetersiz kalmakta ve okulların teknolojik yenikleri takip etmesi zorlaşmaktadır.Hızlı ve sürekli teknolojik gelişmeler her okulun yerel tedbirleriyle sürekli izlenebilir. Mesleki ve teknik eğim veren okulların endüstriyel teknolojik gelişmeyi sürekli izlemelerine imkan sağlayan en modern yaklaşım öğrenen örgütler anlayışıdır. Öğrenen örgüt, öğretim hedefine ulaşmak için sürekli olarak her birimin kendini geliştirdiği ve yenileştirdiği örgüttür. Mesleki ve teknik eğitim veren okulların öğrenen örgütler haline gelebilmesi için öğretim ve yönetim kademelerinin kendilerini sürekli olarak geliştirmeleri için bir canlılık gerekmektedir. Ancak bu canlılıkla endüstriyel ve yönetim alanlarındaki gelişmeler okulların işleyişine kazandırılabilir. Bu çalışmada amaç, öğrenen örgüt anlayışını, bir yönetim felsefesi ve bir vizyon olarak inceleyip, mesleki teknik eğitim kurumlarına uygulanabilmesi için gerekli önerileri ve yöntemleri sunmaktır. Ayrıca öğrenen örgüt anlayışı, okul öğretmenlerine merkezi yönetimce verilen hizmet-içi eğitimlerin yerini daha faydalı ve pratik şekilde alabilir. Bu kurum kültürünün oluşturulmasının nasıl mümkün olabileceği öğretmenlere uygulanan ankete verilen cevapların değerlendirilmesiyle sunulmuştur. Endüstriyel Mesleki okullar, endüstriyel gelişimde etkili olduklarından, ülke geleceğini şekillendiren okullardır. Bilgi çağında okullar da hızla öğrenmek zorunda ve öğrenen bir kurum olmayı istemelidirler.Öğrenen örgüt modeline uygun endüstri okullarıyla öğretmenler ,yeni bilgiye ve endüstriyel yeniliklere açık nesiller yetiştirilebilecektir. Öğrenen örgüt felsefesinin yerleşmesi için öğretmenler ve yöneticiler ciddi ve bilimsel yöntemlerle çalışmalar yapmalı ve bu örgüt kültürünün okullarda yerleşmesi için gerekli tedbirleri almalıdırlar. Haziran 2004 Sabri TÜRETEN ABSTRACT The high school that offer professional technical training are designed to bring up interim staff for country industry. For these institutions to perform their designated function properly and thus to bring up such interim staff that are beneficial for country İndustry, their programs should run parallel with technological advancements. In this respect, central education method proves to be insufficient and schools can hardly follow up with technological innovations. It is only possible to keep up with fast and ongoing technological advancements if they are monitored via local measures of each school. The most contemporary approach that allows for the schools offering professional and technical education to closely monitor industrial technological advancements, is the understanding of learning organizations. A learning organization is the öne wherein each and every unit develops and renews itself in an ongoing process in order to achieve its training target. For the purpose of the schools offering professional and technical training, turning into a learning organization, a high level of activity is required for the training and management staff to grow themselves continuously. Only with this activity, the advancements in industry and management can be added to the functions of schools. The purpose of this study is to examine the understanding of learning organization as a management philosophy and a vision and to provide necessary advices and methods to ensure that it is implemented in professional, technical training institutions. In addition, the understanding of learning organization can effectively replace the in-service trainings offered to the teachers by the central administrations. How such organizational culture shall be established is described below with the help of an evaluation on the answers giver by a number of teachers who completed a survey. Industrial Professional schools are those that shape the country's future as they effect industrial development. in the era of information, also the schools should learn fast and want to become a learning organization. With the help of industrial schools that imply the model of learning organization, the teachers shall be able to bring up those generations that are open for new information and industrial innovations. In order to establish the philosophy of learning organization well, the teachers and administrators should work seriously and wİth scientific methods and take necessary measures to ensure that their schools are well adapted to this organizational culture.
