Özet:

Ö Z E T Sosyal güvenlik sistemi, toplumu oluşturan tüm fertleri, bütün hayatları boyunca ilgilendirdiği için sosyal politikanın en geniş kapsamlı vasıtasını oluşturmaktadır. Gerçek olan da şudur ki; gündemden hiç düşmeyen “Sosyal Güvenlik Reformu” tartışmaları sadece Türkiye’ye özgü değildir. Dünya genelinde sosyal güvenlik konusu ciddi ekonomik sorunlardan biri olarak görülmektedir. Ülkemizdeki sosyal güvenlik sisteminin sorunu, gelişmiş ülkelerdeki nüfusun yaşlanması ve hayatta kalma beklentisinin yükselmesi gibi demografik değildir. Temel sorun genç bir toplum olmamıza rağmen aktüeryal dengelerin yeterince gözetilmemesi, kurumsal yetersizlik ve mevcut kaynakların yanlış alanlara aktarılması, sosyal ve ekonomik dengelerin bozulmasına neden olmuştur. Ülkemizde sosyal güvenlik kurumlarının finansmanı, prim biriktirme yöntemine dayanmaktayken, yaşanan dengesizlikler nedeniyle biriken fonlar erimiş ve sistemin finansmanı fiilen dağıtım yöntemine dönmüştür. Çok ciddi şekilde yanlış ve çarpık kurgulanmış bu sistem sonucunda emekli aylıkları ve muhtaç yaşlılara verilen sosyal yardımlar düşük seviyelerde kalmıştır. Dünya genelinde derinleşen ekonomik kriz ve küreselleşme süreci, beraberinde işsizliğin artmasına, insanların yoksullaşmasına ve refah düzeyinin düşmesi sebebiyle gelecek kaygısının artmasına neden olmuştur. Bireylerin emeklilik dönemlerindeki hayat standartlarını yükseltmek için ilave gelir arayışları, sosyal güvenlik sisteminin tamamlayıcısı olarak bireysel emeklilik sistemini bir model olarak ortaya çıkarmıştır. Bu çerçevede, ülkemizde de Nisan 2001 tarihinden itibaren yasal bir dayanak kazanan bireysel emeklilik sistemi, Ekim 2003 tarihinde faaliyete geçmiştir. Gelişmekte olan bir ülke olmamıza rağmen dünya genelindeki yaygın uygulamanın aksine ülkemizdeki bireysel emeklilik sistemi, gönüllülük esasına dayalı olarak kurulmuştur. Yasal alt yapısı iyi hazırlanan ve katılımcılara emeklilik döneminde ilave gelir sağlamayı amaçlayan bireysel emeklilik sisteminin başarılı olması; özellikle katılımcılar, emeklilik şirketleri, piyasalar ve devlet açısından ciddi önem taşımaktadır. ABSTRACT YAKUP UYGUN Social security system is the most comprehensive instrument of the social politics since it concerns all the individuals of the society during their whole lives. In fact “social security reform” as the ever popular agenda issue of all the times, is not a debate matter solely for Turkey. The social security question is globally seen as one of the most serious economic concerns. The question matter of the social security system in our country is not a demographic one like the aging of the population or the increase in the life time and standards expectations as in the developed countries. The main question is that even though we are considerably a young society, social and economic equilibriums are deteriorated since the actuarial equilibrium in the society is not sufficiently taken into consideration, institutional inadequacies exist and the existing resources are transferred to wrong fields. Even though the financing of the social security instutions is based on the collection and saving of premiums in our country, the collected funds have dissolved due to encountered inequilibriums and the financing of the system has changed method so as to actual distribution. As a result of such incorrectly and irregularly structured system, the retirement pensions and social aids distributed to poor seniours have been left at low levels. The globalization process and the economic crisis deepening worldwide caused the unemployment rate to increase, people to impoverish and the concerns for the coming future to increase due to the decrease in the state of welfare. The search for additional income on participants’ retirement periods in order to raise their standard of living brought the private pension system as a model and as a complimentary part to social security system. In this respect, the new individual pension system gained legal basis in April, 2001 in Turkey as well and become effective as of October, 2003. Although our country is a developing country, its individual pension system has been established on voluntary basis, which is contrary to the world-wide implementation. Even though the individual pension system has a good legal base and it aims to provide additional income to participants on their retirement periods, the success and performance of the system is still a serious concern. The success of the system is a significant matter particularly for participants, pension companies, the markets and the state.
