Özet:Günlük hayatta ve günlük hayatın büyük bir bölümünü oluşturan iş hayatında bilginin önemi her geçen gün artmaktadır. 21. Yüzyılı ve 21. yüzyıl toplumunu, adlandıran bilgi kavramı, doğru yönetildiğinde, yönetenin etkinliğini ve verimliliğini artırmaktadır. Diğer tüm sektörlerde olduğu gibi, sağlık sektöründe de iş süreçlerinin aksamaksızın tamamlanmasında; veri, bilgi ve enformasyon kavramları en önemli unsuru oluşturmaktadır. Teknolojik gelişmeler ve sağlık kuruluşlarının iş süreçlerini bu gelişmelere entegre etmesiyle birlikte, sağlık kuruluşlarının iş süreçlerinin etkinliği ve verimliliği artmıştır. Yönetim biliminin yönetene verdiği görev ve sorumluluk; farklı kaynaklardan gelen bilgileri değerlendirmek, kararlarını en kısa zamanda ve en doğru şekilde uygulatarak sonuçlarını izleyip denetlemek şeklindedir. Bu fonksiyon da doğru veri ve nitelikli belgenin üretimi ile mümkün olabilmektedir. Sağlık alanındaki her bir bilgi sistemi, sağlık kuruluşunun idari ve tıbbi işlerini aynı şekilde destekleyecek belgelerin üretimi için gerekli enformasyonun edinilmesini sağlayacak nitelikte verileri barındırmaktadır. Bilgi sistemlerindeki günümüzde farklı tür ve boyuttaki verilerin derlenmesi ve işlenerek yeni belgelerin üretmesi ihtiyacı, elektronik belge yönetim sisteminin kullanımını da beraberinde getirmiştir. Verilerin, nitelikli bilgi ve enformasyona dönüşmesinin en gerekli olduğu sağlık sektöründe, verinin doğru üretilerek etkili bir belge yönetimine imkân sağlaması; özellikle idari, mali ve hukuki açıdan sağlık kurumlarında oldukça önemlidir. Bilgi teknolojilerindeki gelişmelerin yakından takip edildiği ülkemizde, devletin sağlık politikalarını bilgi teknolojilerindeki gelişmeler çerçevesinde şekillendirmesi, sağlık sektöründeki belge yönetimi sürecinin sürdürülebilirliğini artırmıştır. Sağlık bilgi sistemleri, belgenin yaşam döngüsünde, özelikle belgenin üretimi aşamasında etkin bir rol oynamaktadır. Türkiye’deki sağlık bilgi sistemleri incelendiğinde, belge üretiminde ve iş süreçlerinde verimliliğin artırılmasına imkân sağlayan bir düzen olduğu belirtilebilir. -------------------- The importance of knowledge increases in daily life and in business life forming the large part of daily life day by day. The concept of knowledge naming 21th century and the society of that period increases the efficiency and productivity of the manager when it is truly directed. Similar to all other sectors, the concepts of data, knowledge and information constitute the most important component in also health sector to complete the process without any delay. Efficiency and productivity of business process in health sector has increased along with the technological developments and integration of business process with these developments by health institutions. The mission and responsibility which management science gives the manager is that assessing the knowledge from different sources and following and controlling the results by enforcing the decisions in the shortest time and in the most correct way. This condition is possible with the production of the true data and qualified record. Each information system in health area includes data that is qualified enough to provide necessary information for the production of the records supporting both administrative and medical works of the health institution at the same time. In health sector, where contributing the data into the knowledge and information has the most importance, providing effective record management by producing true data is highly important in health institutions especially from administrative, financial and judicial aspects. In our country, where the developments in informatin technologies are followed closely, government’s forming health policy within the scope of developments in information technologies increases the sustainability of record management process in health sector. Health information systems have a big part in the process of the record, especially in the production part. When the health information systems in Turkey are analyzed, it can be indicated that there is an organization providing opportunity to increase productivity in record production and business process.
