Özet:Bu çalışmada IMF’nin küreselleşme sürecinde finansal istikrarı sağlamadaki rolü incelenmektedir. Çalışmamızın amacı, finansal sistemin istikrarının sağlanmasında, sistem için tehdit oluşturabilecek sorunların saptanması, gözlemlenmesi ve engellenmesinde IMF tarafından hayata geçirilen önlem ve uygulanan politikalarının gelişim sürecinin incelenmesini, küresel finansal ve ekonomik istikrarı sağlamada IMF’nin kuruluş tarihinden günümüze kadar görev ve fonksiyonlarının, uygulama araçlarının geçirmiş olduğu değişikliklerin saptanmasını, IMF tarafından uygulanan istikrar politikalarının ne kadar yeterli olup olmadığının ve sonuçlarının araştırılmasını kapsamaktadır. İlk olarak, finansal istikrar olgusu, bu kavramın tanımlanmasındaki zorluklar nedeniyle ortaya çıkan farklı görüşler, tarihsel süreç içerisinde finansal istikrarın gelişimi ve istikrarı bozan nedenler, istikrarı sağlamak için Merkez Bankaları ve uluslararası kuruluşların üstlendiği görevler anlatılmıştır. Daha sonra IMF’nin kuruluşunu gerektiren şartlar, IMF öncesi dönem, Fon’un organizasyon şeması, finansal imkânları incelenmiştir. Üçüncü bölüm, Fon’un istikrar politikaları ve istikrarı sağlamadaki araçları, istikrar modelleri ve Fon programlarının değerlendirme yöntemleri üzerinde yoğunlaşmıştır.Son olarak, IMF ve gelişmiş ve gelişmekte olan ülkeler arasındaki ilişkiler, IMF istikrar programlarının etkileri ve bu programlara getirilen eleştiriler, IMF’nin küresel finansal mimari tartışmalarında yeri incelenmiştir. Anahtar Kelimeler: Finansal İstikrar, IMF, Finansal İstikrar Programları ABSTRACT This study analyses the role of the IMF in providing financial stability in the globalization process. The aim of our study includes, the review of the development process of measures and the policies implemented by the IMF for the detection, monitoring and prevention of the problems that may threaten system, in ensuring the stability of the financial system, the detection of changes in the duties and functions and in the means of implementation of the IMF since its establishment in the process of providing the global financial and economic stability, the investigation of adequacy and the results of the stabilization policies implemented by IMF. Firstly, the phenomenon of financial stability, different opinions that merged due to difficulties in defining this concept, development of financial stability and the destabilizing factors that threatens stability in the process of historical development, the missions of Central Banks and international institutions to ensure the stability were described. Then the conditions that required the establishment of the IMF, the period before the establishment of the IMF, the Fund's organizational chart, its financial facilities were investigated. The third section focused on the Fund's stabilization policies and tools in the process providing stability, stabilization models and evaluation methods of fund programs. Finally, the relations between the IMF and developed and developing countries, the effects of IMF stabilization programs, and criticism of these programs, the IMF's position in the debate on global financial architecture were investigated.
