Özet:Kütüphaneler, son yıllarda okul kütüphanelerinin ve evlerin çalışma ortamı anlamında yetersizliği, üniversiteye hazırlanan gençlerin çoğunluğu gibi nedenlerle çocukların ve genç nüfusun yoğun ilgi gösterdiği alanlar haline gelmiştir. Türkiye’de merkezi yönetimin sağladığı kütüphane hizmetlerinin yanı sıra, yerel yönetimler de kütüphane hizmetleri vermektedir. Son yıllarda ülkemizde belediyelerde kütüphane hizmetlerinin öneminin ve bu hizmetlere olan talebin arttığı görülmektedir. On altı milyon civarında bir nüfusa sahip olan ve metropoliten bir kent niteliği taşıyan İstanbul’da ise kütüphane hizmetlerinin önemini vurgulamak gerektiği düşünülmektedir. Kalabalık bir nüfusa hizmet sunan ve sürekli göz önünde olan İstanbul’daki belediyeler, diğer alanlarda olduğu gibi kütüphane hizmetleri alanında da sundukları hizmetler ile diğer belediyelere örnek teşkil edecektir. Bu çalışmada, belediyelerde kütüphane hizmetleri konusu ele alınmış ve İstanbul Büyükşehir Belediyesi’nin sunduğu kütüphane hizmetleri, kütüphanenin beş temel unsuru olan bina, personel, koleksiyon, bütçe ve okuyucu/kullanıcı hizmetleri açısından analiz edilmiştir. Bu temel öğeler açısından değerlendirildiğinde, İstanbul Büyükşehir Belediyesi’ne bağlı kütüphanelerin genel olarak beklenen birçok standardı karşıladığı görülmüştür. Ancak, İstanbul Büyükşehir Belediyesi’nin İstanbul’un giderek artan vi nüfusuna daha iyi hizmet verebilmesi için, müstakil binalarda faaliyet gösteren kütüphane sayısının, kütüphane kapasitelerinin ve kütüphaneci pozisyonunda istihdam edilen personelin artırılması gerektiği söylenebilir. Bu noktada, yalnızca İstanbul Büyükşehir Belediyesi kütüphanelerinin değil, merkezi yönetime ve ilçe belediyelerine bağlı olarak çalışan kütüphanelerin de iyileştirilmesi gerektiği düşünülmektedir. -------------------- Libraries for children and young adults have been increasing in popularity in recent years since not only students' school and home environments are incapable of providing suitable working conditions but also the large number of students makes it essential. The local governments also performs library services in addition to those of the central government in Turkey. We've seen in recent years that the importance of library services of municipalities in our country and accordingly the demand for these services have increased. It is thought that the importance of library services should be emphasized in Istanbul, which has a population of about 16 million and is a metropolitan city. The municipalities in Istanbul, which provide services to a crowded population and are constantly in consideration, will serve as an example to other municipalities with the services they offer in the field of library services as in other fields. In this study, the library services in the municipalities were discussed and the library services offered by the Istanbul Metropolitan Municipality were analyzed in terms of building, personnel, collection, budget and reader / user services. When considered in terms of these basic elements, it is seen that the libraries of Istanbul viii Metropolitan Municipality generally meet many expected standards. However, it can be said that the number of libraries operating in detached buildings, library capacities and personnel employed in the position of librarian should be increased in order for Istanbul Metropolitan Municipality to better serve the growing population of Istanbul. At this point, it is considered that not only the libraries of Istanbul Metropolitan Municipality, but also the libraries that work in relation to the central administration and the district municipalities should be improved.
