Bu bağlamda değişen ekonomi politikaları ile birlikte devletin sağlık hizmetlerinde aldığı rol ve sorumlulukların da değiştiği görülmektedir. Bu çalışmada yeni-liberal politikalar doğrultusunda Türkiye’de Sağlık Sisteminin Dönüşüm süreci, kamu sağlık hizmetlerinin finansmanı ve sunumu çerçevesinde, ekonomi politik yaklaşımla değerlendirilmeye çalışılmıştır. Sağlık sisteminin dönüşüm süreci bu yaklaşım çerçevesinde sınıfsal ilişkiler doğrultusunda biçimlenen iktisat politikalarının bir yansıması olarak değerlendirilmiştir. Bu doğrultuda Türkiye Sağlık Sisteminin neden dönüştüğü ve neye dönüştüğü değerlendirilmeye çalışılmıştır. Bu çalışma kapsamında yapılan alan araştırmasının amacı ise Türkiye’de Sağlık Sisteminin Dönüşümünün toplum kesimleri tarafından nasıl yaşandığı ve değerlendirildiğini saptamaya çalışmaktır. Bu doğrultuda sağlık sisteminin dönüşüm sürecinin; sağlık hizmeti kullanıcıları, sağlık çalışanları, kamu sağlık sektörü yöneticileri, sağlık meslek temsilcileri ve özel hastane ortak-yöneticisi tarafından nasıl yaşandığı ve değerlendirildiği yapılan niteliksel alan araştırması ile saptanmaya çalışılmıştır. Keywords : Health Policies, Health Systems, Transformation of the Health System ABSTRACT HEALTH CARE SYSTEM TRANSFORMATION IN TURKEY: EXAMPLES OF THE SOCIAL REFLECTION Health policies and systems are determined by the changes in the World’s economic policies. Therefore the role and the responsibilities of governments in the health sector are also susceptible to change. In this work, with the implementation of new liberal policies, the transformation process, the finances and the services provided by the public health system have been evaluated through the lens of the political economic approaches for the health system in Turkey. The transformation of the health system has been seen as a reflection of economic policies that were shaped by the relationships between classes. The focus of this thesis is why the changes has taken place and the new formation of the Turkish health care system. The aim of this field research was to assess how the changes in the health system have been seen by the public segments and how it has affected people. The qualitative field research has been conducted to understand how this transformation has affected and been seen by the end users, health workers, public health administrators, representatives of the health professionals, as well as a share holder and administrator of a private hospital.
