Özet:

Günümüzde kadınlar, kapitalist toplumsal ilişki biçiminin büründüğü yeni görünümler ve sermaye birikiminin gereklilikleri doğrultusunda hızla ve değişen şekillerde kapitalist üretim sürecine eklemlenmiştir. Özellikle 1980’li yıllarda uygulanmaya başlanan neo-liberal politikalarla birlikte çalışma ilişkilerinde meydana gelen değişikliklerden en fazla etkilenen kesim, emek piyasasında tutunmaya çalışan kadınlar olmuştur. Türkiye’nin dönüşüm sürecine bakıldığında da 1980 süreci kadın hareketi açısından da bir kopuş anını simgelemektedir. Bu süreç; klasik ücretli istihdamdan, ücretli ev işçiliği, bakım işleri, ev eksenli çalışma ve ücretsiz aile işçiliğine, emeğin kayıt dışına itilmesine yani genel olarak emek piyasasının esnekleşmesine kadar birbiriyle ilişkili çeşitli üretim ve/veya yeni üretim alanlarına yayılmıştır. Neo-liberal politikaların bir sonucu olarak pek çok kadın, çalışma yasalarının uygulanmadığı, sosyal korumanın olmadığı, sendikalaşmanın ise hiç girmediği alanlarda istihdam edilmektedir. Kadın istihdam alanları olarak beliren yukarda değinilen alanlarda kadının sendikal üyeliği adeta imkansızlaşmaktadır. Bu bağlamda Türkiye’de 1980 sonrası ekonomi politikalarındaki dönüşüm ile birlikte emek piyasasında özellikle kadın işgücünün tercih edilmesi, örgütlenmesini de olumsuz yönde etkilemiştir. ABSTRACT Today, under the circumstances that new forms of capitalist social relationships prevail and as the accumulation of the capital dictates, women, especially working women, annex to the capitalist production process rapidly. Especially, the neo-liberal policies that have been implemented since the 80’s, changed working environment and relationships and because of these transformations. The most affected stratum in the society was the working women who try to take part in the labour market. If the transformations of the Turkish economy are focused on, 1980 symbolize a breaking point for the women’s movement. This era manifest itself as the form of the transition from the classical salaried employment to employment at home, such as baby-sittering, serving, working as servant or unpaid home labour. In this era, the labour policies of the capitalist class diffused every point of the production relations and/or new form of production relations by pushing labour to unregistered working, changing the labour market to a flexible form and so on. Because of the consequences of the neo-liberal policies, many women have employed in the sectors that the laws and regulations are not enacted, social insurance does not exist or labour unions cannot organize. Especially, in the sectors that women have employed since the neo-liberal policies were forced, the membership of a labour union is almost impossible. In this context, the transformation of the economical policies after 1980 and preference to employ women in the sectors which flexible working conditions, relationships and unregistered working is prevalent, effected the organization of the women in the labour market.
