Özet:Geçmişten günümüze birçok faaliyetin meydana geldiği mekan, artan ve yoğunlaşan nüfus kentleşme, sanayileşme, tarım, ulaşım ve turizmin etkisiyle daima değişime uğramaktadır. Mekan üzerinde ve mekan kullanımda yaşanan doğal ve beşeri değişimler ve etkileşimler sonucu, mekanın üzerinde baskılar artmakta ve birçok sorun meydana gelmektedir. Belirlenen sorunların en aza indirilmesi çevreci, doğayı koruyan, planlı ve sürdürülebilir bir disiplin olarak mekan kullanımı ve yönetimi kavramlarını ortaya çıkarmıştır. Bu çalışmada İstanbul İline bağlı ilçe olan ancak doğal ve beşeri coğrafi özellikleri açısından, İstanbul’dan farklı yapıda olan İstanbul Adalarının mekan kullanımı, doğal ve beşeri kaynaklı sorunları, bu sorunlar ile mekan kullanımının sürdürülebilir yönetimi incelenmiştir. Çalışmada İstanbul Adalarının doğal ve beşeri coğrafya özellikleri incelenerek mekan kullanımındaki mevcut durum değerlendirilmiştir. Mekan ve kıyı kullanımı, Adalar Belediyesi ve İBB’den alınan 1/1000 ve 1/5000 ölçekli imar planlarından, uydu görüntülerinden ve arazide yapılan gözlemlerden elde edilen verilerle CBS analiz yöntemleriyle oluşturulmuştur. CBS’de oluşturulan haritalardan yapılan analizlerle İstanbul adaları mekan kullanımı mevcut durumu detaylı mekan kullanımı 29, genel mekan kullanımı 6, coğrafi mekan kullanımı 9 farklı mekan kullanım türü tespit edilmiş ve dağılış haritaları ile alansal-oransal analizleri yapılmıştır. Mekan kullanımda en fazla alan kaplayan tür orman alanları olarak tespit edilmiştir. Bu nedenle İstanbul Adalarında doğal ve beşeri ortam kaynaklı sorunlar tespit edilmiş ve bu sorunların yönetimi için çözüm önerileri oluşturulmuştur. Çalışmanın diğer bölümünde mekan kullanımının mevcut durumu, sorunların tespiti ve yönetimi değerlendirilmesiyle İstanbul Adalarının sürdürülebilir mekan kullanımı ve yönetimi oluşturulmuştur. Çalışmanın sonunda CBS’de bindirme analizleri kullanılarak yerleşim, ticaret, turizm ve sosyal kültürel rekreasyon alanları uygunluk analizleri yapılmış ve haritaları yapılmıştır. Bu haritalarda İstanbul Adalarında mekan kullanımı planlaması yapılmıştır. ABSTRACT Location in which many activities take place from past to present always undergoes a change with the effects of the increasing population density, urbanization, industrialization, agriculture, transportation and tourism. The pressure on location increases and and this causes many problems as a result of the natural and human changes and interactions faced in the location and in the usage of location. To minimize the determined problems, the concepts of the usage and management of location as an environmentalist, naturalist, planned and sustainable discipline have appeared. In this research,the following problems and the sustainable management of location management with the problems and the usage of location, natural and human problems of Istanbul Adalar (Islands of Istanbul) which is one of the districts of Istanbul but which ,on the other hand, differs from Istanbul in terms of natural and human characteristics of Istanbul has been studied. In this study, the characteristics of the natural and human geography of Istanbul Adalar have been analyzed and the present situation in the usage of location has been discussed. With the Geopraphical Information System (GIS) analysis method ,the analysis of the usage of location and coastal areas have been studied with observations made on the land, 1/1000 and 1/5000 scaled zoning plans, satellite images taken from the Adalar Municipality and Istanbul Metropolitan Municipality. With the analysis of the maps organized in GIS, 29 detailed usages of location, 6 general usages of location, 9 usages of geographical location have been found in the usage of location of Istanbul Adalar study and maps of distribuiton and areal-proportional analysis have been made. The areas of forests are found as the type which covers the laregest area in the usage of location. As a result, natural and human sourced problems have been found in Istanbul Adalar and solution offers have been made for the management of the problems. In the other part of the study, the evaluation of the present situation of the usage of location, the determination and management of the problems have been made and sustainable usage and management of location have been presented. At the end of the study, by using the overlay analyses in GIS, suitability analyses and maps of residential, trading, tourism and socio-cultural recreational areas have been completed. In the maps, the planning of the usage of location in Istanbul Adalar has been made.
