Bölgesel kalkınmada serbest bölgelerin önemi ve GAP bölgesindeki uygulamalar

Özet:

Serbest bölgeler, ihracata dayalı kalkınma modelini benimseyen ve bölgesel kalkınma hedefleri güden ülkeler açısından önemli bir ekonomi politikası aracıdır. Türkiye'de, 3218 sayılı Serbest Bölgeler Kanunu'nun 1985 yılında yürürlüğe girdiği tarihten bu yana, farklı zamanlarda kurulmuş ve halen faaliyette olan 21 adet serbest bölge bulunmaktadır. Serbest bölgelerin ülkemizdeki gelişmesine bakıldığında, amaçlanan ile gerçekleşenin göz ardı edilebilecek bazı küçük sapmalar dışında birbiri ile paralellik arz ettiği görülmektedir. Kalkınma amacıyla, bölgesel kalkınma modeli doğrultusunda kurulan serbest bölgelerimiz, ülkemizin ihracata dayalı kalkınma politikalarıyla uyumlu olarak faaliyetlerini sürdürmektedirler. Türkiye'de uygulanan bölgesel kalkınma projelerinin başında gelen Güneydoğu Anadolu Projesi (GAP), ihracata dönük kalkınma niteliği taşımaktadır. GAP, çok sektörlü, entegre ve sürdürülebilir bir kalkınma anlayışı ile ele alınan bir bölgesel kalkınma projesidir. Proje alanı Fırat ve Dicle nehirlerinin oluşturduğu havzada olan ve tarihte Yukarı Mezopotamya olarak bilinen ovalarda yer alan 9 ili kapsamaktadır. GAP bölgesinde yapılacak tarımsal ve hayvansal üretim sınai ağırlıklıdır. Bölgede birçok yerli ve yabancı yatırımcı bulanmaktadır. Ancak bölgenin yabancı yatırımcı çekme potansiyeli çok daha fazladır. Tarımsal verimliliğin artırılması ve çiftçilik faaliyetlerinin çeşitlendirilmesi yoluyla kırsal kesimlerdeki gelir düzeyini yükseltmek, tarımsal sanayilere yeterli girdi sağlamak, istihdam olanaklarını artırarak kırsal nüfusun dışa göç etme eğilimini en aza indirmek, ihraç edilebilir ürünlerin üretilmesine katkıda bulunmaktır. Bu noktada ihracatı artırmak amacıyla kurulan serbest bölgeler GAP bölgesi için ekonomik hedeflere ulaşmada önemli bir araç olabilir. Free Zones are political devices for which the countries appreciate export oriented development policies and target some regional development goals. In Turkey, there are 21 free zones which are established in different times and operated currently since the law of free zones numbered 3218 has come in to act. When it is thought about the development of free zones, it is seen that their development process are quite similar except some differences planned and realized ones which can be ignored. Free zones, which are established through regional development models and for the purpose of development operated in accordance with the export oriented development policies. The Southeast Anatolian Project (GAP), which is the most important one among all regional development projects has intended to improve export oriented development activities. GAP is a regional development project which encourages segmented, integrated and sustained development scheme. This project is located in the area, which is between Fırat and Dicle rivers. This area is known as "Upper Mezopotamy. At the same time, GAP project includes 9 cities. The agricultural and animal production, which take place in GAP project are intended to provide inputs for industrial sectors. There are many endogenous and foreign investors in this region. But, this region has much more potential than current operation levels have indicated. It is quite possible to improve income of rural areas, provide sufficient input for agricultural sectors, and reduce the incline of moving cities from rural areas by increasing employment possibilities through rising agricultural productivity and multiplying farming activities. This improvement provides magnificent increases in the production of goods for export. At this point, free zones, which are established for the purpose of increasing export, can be an important vehicle at reaching the economics targets for the GAP region.
