Özet:İstanbul Kısmet-i Askeriye Mahkemesi’nin sicilleri arasına tasniflenmiş 316 numaralı defter, muhteva açısından diğer sicillerden tamamen farklıdır. Kapağında “Kısmet ve Beytülmâl Ahidnâme Defteridir” başlığını taşıyan ve 81 varaktan ibaret olan bu defter 1768-1774 Osmanlı-Rus Harbine dair pek çok kaydı içermektedir. Çalışmamızın konusunu teşkil eden İstanbul Kısmet-i Askeriye Mahkemesi’nin 316 numaralı sicili, 1768 ve 1769’a yani Osmanlı-Rus harbinin ilk yıllarına tekabül eden döneme ait muhtelif belge veya yazışma suretlerinin bir araya getirilmesiyle oluşturulmuştur. Defter, ihtiva ettiği belge türleri yönünden oldukça zengindir. Takrir, mektup, ahidnâme, nâme, nâme-i hümâyun, beyannâme, arzuhâl, kaime, şukka, temessük, mükâleme, mülâkat, nutuk, meşveret kaydı türünden belgelerin suretleri defterde mevcuttur. Birkaç istisnai belge dışında, tutulan kayıtların çoğu savaşla alakalı bilgiler vermektedir. Öyle ki söz konusu defter 1768-1774 savaşının bir mecmuası mahiyetindedir.Çalıştığımız defterin en mühim hususiyeti ise muhtevasıdır. Osmanlı Devleti’nin Rusya’ya karşı savaşa girmesinin nedenleri, Rusya’nın Lehistan’daki faaliyetleri, Rus askeri gücü karşısında Bâbıâli’den yardım isteyen Leh müttefiklerinin talepleri ve Osmanlı Devleti’nden aldığı yanıtlar, hem savaş ilanı sürecinde hem de ordunun hareketi esnasında Avrupa devletlerinin Osmanlı Devleti’ne karşı takip ettikleri politikalar, İstanbul’daki yabancı devlet temsilcilerinin bu süreçte oynadığı roller, Osmanlı Devleti’nin haber kaynaklarının ne olduğu gibi pek çok konu hakkındaki mühim bilgileri bu defterde bulabilmekteyiz. İstisnai birkaç belge dışında belli bir kronolojik sıra takip edilerek tutulan kayıtlardan bazı konuların takibinin yapılması da mümkün olmaktadır. Bu çalışmada defterde mevcut olan belge suretlerinin transkripsiyon ve değerlendirilmesi yapılarak, 1768-1774 Osmanlı-Rus harbinin ilk yıllarına dair kayıtlardan Osmanlı Devleti’nin diplomatik münasebetleri incelenmeye çalışılmıştır. Judicial Register of İstanbul Kısmet-i Askeriye Court has a distinguished content from other judicial records of its genre. Consisting of 81 folios and entitled as “Kısmet ve Beyt’ül-mâl Ahidnâme Defteridir” (The Treaty Register of the Division of Inheritance and Public Treasury) on its cover sheet, the 316. Judicial Register devoted particularly to Ottoman-Russian War of 1768-1774. The 316. Judicial Register collects one of the most extensive and detailed documents and copies of correspondence dealing with the very beginning of the Russian–Ottoman War of 1768-1774. Moreover the Register contains various types of documents: takrir [official statement], mektup [letter], ahidnâme [treaty], nâme [autograph letter], nâme-i hümâyun [autograph letter from the Sultan], beyannâme [decleration], arzuhâl [petition], kaime [account], şukka [note], temessük [title deed], mükâleme [diplomatic negotiation], mülâkat [interview], nutuk [speech] and meşveret [council]. With the exception of a few registers, whole records not only gives specific information on the ongoing war, but also serves as a corpus of detailed documents among the states. The content of the register is the most striking feature of its uniqueness. It revolves around the topics such as the reason of the declaration of the war by Ottomans against Russia, Russian involvement in the Poland affairs, the nature of alliance with Poland, European policy on both declaration and processes of the war, the role of foreign representatives and consulates on the ongoing war and the sources of Ottoman intelligence on both border lines and foreign countries. The records follow not only chronological order, but enables as well to apprehend the topics in a reasonable order. By transcribing and evaluating the copies of documents and correspondences recorded in the 316. Judicial Register of İstanbul Kısmet-i Askeriye Court, the thesis investigates the nature of Ottoman diplomacy dealing with the first phrases of the 1768-1774 War of Russian and Ottoman Empires.
