Özet:KENT YÖNETİMİNDE EĞİTİM HİZMETLERİNİN FİNANSMANINDA ALTERNATİF BİR MODEL ÖNERİSİ Son 10 yılda yapılan eğitim reformları çerçevesinde Türkiye’de eğitim hizmetlerinin finansmanında, önemli nitelik ve nicelik artışları görülmüştür. Yapılan reformlarla yerel yönetimlere yeni sorumluluklar verilirken, mesleki eğitimin önemi vurgulanmıştır. Tüm bu gelişmelere rağmen eğitim kurumlarında finansman sorunları bulunmakta ve mesleki eğitim faaliyetleri finansman ve uygulama biçimleri açısından ihtiyaçlara yeterince cevap verememektedir. Mevcut finansman sorunlarının çözümü için uygulanan metotlar, hukuksal problemlere de yol açmaktadır. Bu araştırmada; İstanbul İli Şişli İlçesi’nde KOBİ’ler ve mesleki eğitim kurumları ile görüşülerek eğitim finansmanı ve mesleki eğitim açısından mevcut durum analiz edilmiş ve Şişli’nin sahip bulunduğu potansiyel üretim imkanlarıyla, eğitim hizmetlerinin finansmanına yönelik alternatif bir model önerisi sunulmuştur. ABSTRACT URBAN MANAGEMENT TRAINING SERVICES PROPOSAL OF A MODEL ALTERNATIVE MEANS OF FINANCING The last 10 years within the framework of the educational reforms in the financing of education in Turkey, significant increases were observed in quality and quantity. With reforms carried out while giving new responsibilities to local governments, emphasized the importance of vocational training. Despite all these developments have financing problems in educational institutions and vocational training activities in terms of funding and application forms can not respond adequately to the needs. The present method is applied to solve the financial problems, legal problems also leads to. In this study, the province of Istanbul Şişli district SMEs and vocational training institutions in consultation with the financing of education and vocational training, the current situation has been analyzed and Şişli found to have the potential production opportunities, with educational services for financing an alternative model is presented.
