Özet:Anahtar Kelimeler : Neoliberalizm, Keynesyen Ekonomi, İstihdam Politikaları, İşsizlik, Türkiye NEOLİBERALİZMİN TÜRKİYE’DEKİ İSTİHDAM POLİTİKALARINA ETKİSİ Dünyanın geçirmiş olduğu kritik dönüm noktalarından birisi 1970’li yıllarda küresel olarak yaşanan ekonomik krizdir. Neoliberalizm, bu krizden sonra dünya üzerinde ekonomi sahnesinde fiilen uygulanmaya başlanmıştır. Çalışmada, neoliberalizmin yalnızca bir ekonomi politikası değil, bir ideoloji olduğu, dolayısı ile zaman içinde uygulanan politikalar değişse bile neoliberal ideolojinin değişmediği ve herhangi bir müdahale olmaksızın kendi kendine değişmeyeceği anlatılmaya çalışılmıştır. Neoliberalizmin günümüzde yol açtığı en önemli sorunlar; işsizlik, kuralsızlaşma, finansallaşma, reel üretimin yok olması, dibe doğru yarış ve bölüşüm sorunu olarak ortaya çıkmaktadır. Türkiye’de dünyadaki neoliberal düşünceye uygun olarak ekonomik politikalarının uygulanması 1980’li yıllarda başlamış ve günümüze kadar siyasi iktidarlar tarafından devam ettirilmiştir. Neoliberal politikalar sonucunda kağıt üzerindeki büyüme oranları istihdamı arttırmamış ve Türkiye’de işsizlik sorunu giderek çözülmez bir hal almıştır. İşsizlik oranlarının yüksek olması nedeniyle ücretler düşmüş, emekçilerin yaşam koşulları kötüleşmiştir. 2000’li yıllarda neoliberal politikaların tahribatını önleme adına istihdam tedbirleri adı altında bazı önlemler alınmış fakat sermaye sınıfı ve emekçi sınıf arasındaki uçurum sermayenin lehine giderek artmaya devam etmiştir. Keywords : Neoliberalism,Keynesion Economy, Employment Policies, Unemployment, Turkey ABSTRACT EFFECT OF NEOLIBERALISM ON EMPLOYMENT POLICIES IN TURKEY The world have undergone one of the critical turning point in the 1970s, as the global economic crisis is. Neoliberalism, after this crisis on the world economy has begun to be actually applied on the scene. In this study, an economic policy of neo-liberalism is not only an ideology, which was implemented in due time with the neo-liberal ideology, even though the policy has not changed and will not change by itself without any intervention has been explained. Neoliberalism caused the most serious problems today, unemployment, deregulation, financialization, destruction of real production, and distribution are racing to the bottom as a problem arises. Turkey according to the neo-liberal idea in the world, the implementation of economic policy began in the 1980s and has continued until today by political power. As a result of neoliberal policies on paper did not increase the growth rates of employment and unemployment in Turkey has become increasingly insoluble. Due to the high rate of unemployment dropped, has worsened the living conditions of working people. In the 2000s neoliberal policies in the name of preventing the destruction of some of the measures taken in the name of employment measures, but the gap between the capitalist class and the labour class in favor of capital has continued to increase gradually.
