Özet:KÜRESELLEŞME SÜRECİNDE TÜRKİYE EKONOMİSİNİN YAPISAL SORUNU: BÖLÜŞÜM Türkiye ekonomisinde bölüşüm, dünya ekonomisinde 1980’lerden itibaren beliren küreselleşme sürecinde ileri derecede dengesiz bir nitelik kazanmıştır. Türkiye ekonomisinde yaşanan bölüşüm sorunu, ekonomi politikası araçlarının seçimindeki hataların ya da kısa zaman diliminde geçerli konjonktürel unsurların sonucu değil, küreselleşme döneminde yaşanan dönüşümlerin neden olduğu yapısal sorunların doğrudan bir yansımasıdır. Bölüşümdeki eşitsizlikler Türkiye ekonomisinin büyüme ve kalkınma performansını olumsuz etkilemiş; dolaysız bir yansıma olarak geniş bir yoksulluğu beraberinde getirmiştir. Bölüşüm ilişkilerindeki bozulma siyasal alanda tıkanmalara yol açmış; siyasetle örgülenmiş yapısı, bölüşüm sorununun kalıcılaşmasının altyapısını oluşturmuştur. Sonuçta, bölüşüm sorunu, ekonomik ve siyasal yansımaları ile toplumsal yapının çözülmesine katkı yapan, Türkiye’nin en temel, en öncelikli çözüm gerektiren sorunlarından birisine dönüşmüştür. Bu bağlamda, gerçekleştirilen bu çalışma, Türkiye’nin en temel sorunlarından biri olan bölüşüm sorununun, kapsamlı biçimde analiz edilmesi, soruna yol açan etmenlerin kristalize edilmesi ve çözüm konusunda öneriler oluşturulması biçiminde; bu temel sorunun çözümüne katkı yapma amacını taşımıştır. Ulaşılan sonuçlar, gelir bölüşümünün ve ülke ekonomisinin mevcut durumu konusunda karamsar olmayı gerektirmektedir. Ülkenin ekonomik, entelektüel, kurumsal ve hatta toplumsal anlamda gerçek potansiyelinin göz önünde bulundurulması ise umutlu olmayı… Unutulmamalıdır ki, çalışmanın bütününde tanıtlamasına uğraş verildiği üzere; Türkiye’nin ekonomik büyüme ve kalkınma performansına da katkı yapacak eşitlikçi bir gelir bölüşümü oluşturulması toplumsal anlamda tercih edilir ve olanaklı bir alternatiftir. Anahtar Kelimeler: Bölüşüm, Gelir Dağılımı, Küreselleşme, Türkiye Ekonomisi THE STRUCTURAL PROBLEM OF TURKISH ECONOMY IN THE GLOBALIZATION PROCESS: DISTRIBUTION ABSTRACT Income distribution in Turkish economy has developed in a highly unequal form in the period of globalization emerging in the world economy since 1980’s. Distribution problem of Turkish economy is not the result of impreciseness in the selection of economic policy tools or cyclical elements prevailing in a short period of time. Instead, it is the direct reflection of the structural problems which are the results of transformations generated in the globalization period. Inequalities in income distribution have adversely affected the growth and development performance of Turkish economy and brought about a wide range of poverty as an unequivocal consequence. Deterioration in relations of distribution has led to obstructions in political arena. The intertwined character of the income distribution problem has constituted a base for its permanence. Thus, the distribution problem, with its economic and political consequences, has evolved into Turkey’s one of the most primary problems contributing to resolving social structure and requiring solution of first priority. In this context, the distribution problem, one of the most primary problems of Turkey, has been analyzed comprehensively, the factors causing the problem have been crystallized and recommendations to the solution have been manifested. Thus, the study carried out has the purpose of making a contribution to the resolution of this principal problem. Achieved results require being pessimistic about the current state of the income distribution and the economy of the country. On the other hand, consideration of economic, intellectual, institutional and even social potential of the country requires being hopeful. It should be noted that as it has been tried to demonstrate on the whole study, generating an egalitarian income distribution contributing to economic growth and development performance of Turkey is a possible and socially preferable alternative.
