Özet:

Schumpeterin "insanoğlunun kafasına ekonomik ihtiyaçların baskısı altında kendini kabul ettirdiği"ni belirttiği ve "hiç tereddüt etmeden söyleyebilirim ki, her çeşit mantık ekonomik bir karar şemasından doğar, ya da ekonomik şema mantığın kalıbıdır" sözleriyle dile getirdiği gerçek, tezimizin nüfuz etmeye çalıştığı alandır. Weber'in kapitalizmin düşünce temeline koyduğu rasyonel tutum, batılı olmayan dünyayı irrasyonel olarak tasvir etmek için yeterli sayılmıştı. Rasyonel tutumu Batı temsil ediyordu. İrrasyonel tutumu ise kimin temsil etiği, kısa süre sonra incelenmeye değmez bulundu. Batı uygarlığının yüzelli yıldır ekonomide Marxist şemayı, zihniyetlerin evrimi konusunda da Comte'çu şemayı paylaştığı, Schumpeter'den daha tereddütsüz söylenebilir. Klasik 'ihtiyaç' kavramı kıtlık kavramıyla içiçe geçirilerek zihinlere sokuldu. Böylece mantık, ekonomik şemalarla tamamlandı ve yalnız geçmişi değil, şimdiyi de içine alan, kendisini biricik çözüm ve kurtuluş yolu olarak gittikçe artan bir ivmeyle ilan eden zihniyetin ve bunun pratiğinin dışına çıkılamaz oldu. 'Küreselleşme' terimi zamanımızda yaygınca kullanılmaktadır ve 'dünya küçük bir köye dönüşmüştür'. Fakat biz teknolojileşmiş Batı uygarlığının kuşatması altında bile insanların farklı hayat yollarını canlı tutmayı sürdürdüklerini ve hâlâ seçenek çokluğu bulunduğunu ileri sürüyoruz. Bu savsöz (argüman) çalışmamızın temelindedir. Ortadoğu, gezegende pek büyük önemi olan, en uzun tarihe sahip halkların yaşadığı bölgedir. Buradaki düşünüş tarzı en ciddi incelemeleri hak ediyor. Bu çalışmada karşılaştırmalar yapmak kaçınılmaz bir yöntem olarak görülmüştür. İlkbölümden itibaren Tanrı, tarih, zaman, insan (insanlık), doğa kavramları ve aralarındaki bağıntılar incelendi ve değerlendirildi. Merkezi savlarımızdan birisi, Ortadoğunun mevcut taxonomilerle anlaşılamayacağıdır. Ortadoğu'da zaman kavramı ne sadece klasik çağın kozmik zamanıdır; ne de, tam anlamıyla Hristiyan öğretisine Augustinus tarafından getirilmiş olan ve zihinleri etkilemeye devam eden ilerleme kavramıdır. Araştırma bizi, Ortadoğu'nun geleneksel zihniyetinin her iki zaman karamını da benimsediği ve kozmik tekrarlanış fikri ile ilerleme fikri arasığnda denge kurmaya yöneldiği sonucuna götürdü. Bu sonuç, tarihlerin ve tarih anlayışlarının farklı olduğunu ifade ediyor. Ekonomik düşünce, sosyal düzen ve tarihe dair aynı anlayışın içinde gelişti. Batı ve Ortadoğu zihniyetlerinde Tanrı kavramı, zaman kavramı gibi farklılık gösterir. Batı'da kutsal olanla kutsal olmayanın ayrıştırılması, Ortaçağlar'dan beri etkilidir vebuna denk düşen bir gelir bölüşümü, ekonomik paylaşım eşlik etmiştir. Batılı zihinyeni bir sorunun altından kalkmaya giriştiğinde, çözümü böyle bir teknik ayrıştırmayla arıyordu. Bu amaçla, Tanrı öncelikle tarihi bir olgu olarak düşünülmeye başlamıştı. Oysa böyle bir anlayış Ortadoğu'da gelişmedi. Batı'da rasyonellik-irrasyonellik ikiliği daima zihinsel bir işleme tabi tutulmuştur ve irrasyonel olan elenmiştir. Ortadoğu'da ise karşıtlar, dengede tutulması gereken hayatî öğeler olarak anlaşılmışlardır. Batı'da ekonomi bir tekniğe dönüştürülebilmiştir. Ortadoğu'da böyle bir teknikleştirmeye doğru adım atılmamıştır. İnsanlararası faaliyeti incelerken "Başkaları' kavramını anahtar olarak kullandık. Batılı görüşte"Başkaları"nın kesin ayrıştırılmasının, sermaye birikiminde emek sömürüsünün normalleştirilmesine yol açtığını savunduk. Kapitalizmde bu olgu "başkaları'nı üretme" tekniğini beraberinde getirdi. Buna karşıt olarak Ortadoğu'da"Başkaları"nın ağırlığı yoktur. Ağırlık, "Yetmiş İki Millet"in birliği üzerindedir. Bundan çıkardığımız sonuç, bu anlayışın uluslaşmaları ihmal ettiği ve geciktirdiğidir. Gene bu nedenle, sömürü bir teknik haline gelememiş ve fiskalizmden merkantilizme geçiş tecrübesi yaşanmamıştır. "Başkası" kavramının, "başkası'nı üretme" kavramına dönüşebileceği ihtimaline dikkat çektik. Diğer bir önemli karşılaştırma doğaya ilişkindir. Ortadoğu zihniyeti, doğanın -çanlı ve cansız- insanlığın gerekli ihtiyaçlarını karşılayacak bir kaynak olduğunu kabul eder ve tarihinde doğaya böyle bakmıştır. Ama doğayı sadece ham madde olarak görmemiş, haklara sahip varlık olarak görmüştür. Bu bakış, "doğa ne iyi ne de kötüdür" deyişiyle lenebilir. İnsanlığı hem iyileştirmekten hem de çözülüş ve çöküşten sorumlu tutan bir bakıştır. Sonuçta diyebiliriz ki, Ortadoğu halkları doğayı bir hasım olarak karşılarına almamışlardır. Batılı zihniyetin kökünde doğanın özde kötü olduğu ve kötülüğün alt edilmesi gerektiği kanaati vardır. Bu kanaat, doğanın sömürülmesinin meşrulaştırılmasına ve kapitalizmin yeşermesine yol açmıştır. İki uygarlığın teknolojiye farklı anlam vermelerini de incelemeye giriştik. Ortadoğu'ya ilişkin -Osmanlı'yı hareket noktası alarak- teknolojinin savaşta ve ekonomik üretimde kullanılışının neden tam anlamıyla bir 'teknikalite' durumuna girmediğini açıklamaya çalıştık. Birçok teknik icat oyun ve eğlenme amacıyla yapılmıştır. Batı'da ise mekanik oyuncaklar eğlence niyetiyle yapıldıklarında bile, mekanik olarak mağlup edilmesi gereken bir düşmanın icadı da ihmal edilmemiştir. Böylece teknoloji rahatlık için araç olmaktan çıkmış, iktidar için amaç olmuştur. Son değerlendirme bölümünde savımız, yeryüzünün, insanlığın "tek gezegeni" olduğu ve bu gezegende bütün farklılıkların hayatî anlamlarını yalnız tarih olarak değil, güncel olarak da korudukları gerçeği etrafında örülmüştür. Bütün şematik ve zorlayıcı yaklaşımlara karşı; donuk bir kültüralizme düşmeden, eylem repertuarımızın ve planımızın gözden geçirilmesinin, insanlık uğruna yeni zenginliklere vesile olabileceği önerisini geliştirdik. SUMMARY Schumpeter's unhesitating contention that the Rational Attitude had, under the influence of economic needs, made itself acceptable to the human mind and that every kind of logical thinking arises out of a scheme of economic decision or that the economic scheme becomes the mode of logic, is apt to express the realms of thought which our study tries to penetrate. This attitude, considered by Weber as the foundation of capitalism, was accepted as sufficient to portray the non-Western world as irrational. The rational attitude was represented by the West and soon it was no longer worth to examine who represented the irrational attitude. It can be said even with less hesitation than Schumpeter that the Western Civilization has, since150 years, shared the Marxist scheme in the economic field and the Comtean scheme in the matter of the evolution of mentalities. The Classical conception of need, integrated with the concept of scarcity, was imposed on minds. Thus logic was completed by economic schemata and it became impossible to step out of the mentality and its practice which embraced not only the past but also the present and which, with increasing impetus declared itself as the unique way of solution and salvation. The term ' globalization' is widely used in our time and ' the world is transformed into a small village' . There is no longer strict dependence on economic schemata and every practice which satisfies economic needs is accepted as 'technical'. We argue, however, that even under the siege by the 'technologized' Western civilization, people continue to keep alive their different ways and that they still have a multiple choice before them. This argument furnishes a basis for our study. The Middle East is a region which has utmost importance on the planet and where peoples have the longest history.They deserve rigorous consideration. In this dissertation comparisons were unavoidable. From the first chapter on the concepts God, history, time, humankind, nature and their interrelations are examined and evaluated. One of our central arguments is that the Middle East cannot be understood by habitual taxonomies.The Middle Eastern concept of time is neither solely the cosmical time of the Classical Age, nor, in its complete meaning, the progressive concept which was brought to the Christian teaching by Augustine and which continues to influence minds. Research led us to conclude that it was a concept which embraced both and which aimed to find the equilibrium between the idea of cosmic recurrence and the idea of continual progress. This meant that histories and historical understandings were different . Economic thought had also evolved within the same understanding of social order and history. The concept of God in the Western and Middle Eastern mentalities were different like their concept of time. In theWest, differentiation between the sacred and the non-sacred was effective since the Middle Ages and this was accompanied by a corresponding division of income and economic share. When the Western mind tackled a new question, it started to find the solution by such a technical differentiation. To achieve this, God was primarily thoght as a historical phenomenon, whereas such an understanding did not evolve in the Middle East. In the West the rationality-irrationality duality was always subjected to a mental operation by which the irrational was eliminated, whereas in the Middle East the opposites were taken as vital elements to be held in equilibrium. In the West economics could be turned into a technique whereas in the Middle East such a step was not taken. In examining interpersonal economic activities we used the concept "The Others" as a key. We defended the view that the sharp differentiation of "The Others" in Western view led to a normalization of exploitation of labour in the accumulation of capital. In capitalism this brought with it the technical ' production of others'. In Middle Eastern mentality, on the contrary, "The Others" have no weght. The weight is on the union of "Seventy Two Nations". We concluded that this caused the delay in particular nationalizations. Due to this fact, exploitation did not become a technique and a passage from fiscalism to merchantalism was not experienced. We drew attention to the probability of the transformation of the concept "The Other" into the conception of "producing the other". Another significant comparison is concerning nature. The Middle Eastern mentality accepts and has historically looked at nature -animate and inanimate- as a source to meet the requirements of mankind, but did not see it merely as raw material, but as an existent with all the rights which animate beings should enjoy. This view of nature can be labelled as ' nature neither good nor bad' . It has evolved in a mentality which holds humanity responsible both for improvement and for decay. As a result, the Middle Eastern peoples did not completely confront nature. At the root of Western mentality lies the conviction that nature is essentially evil and evil must be defeated. This view led to the legitimation of the exploitation of nature and paved the way for capitalism. How the two civilizations give different meanings to technology is also evaluated. About the Middle East -taking the Ottoman as a starting point- we tried to explain why the use of technology in war and in economic production did not become fully a technicality. Many technical inventions were made as toys and with the intention of entertainment. But in the West, even when mechanical toys were made with the intention of entertainment, the invention of an enemy to be mechanically defeated was not neglected. Thereby technology became not a means for comfort but an end for power. İn the final and evaluative chapter our argument revolves around the reality that the earth is ' the one' planet of humankind and that all the differences keep their vital significance not only as history but also as actuality.
