Özet:ÖZET Osmanlı Devleti’nde modern manada okulları ve yurt dışına gönderilen talebeleri teftiş çalışmaları Tanzimat döneminde başlamıştır. II.Abdülhamid döneminden itibaren ülke çapında mekteblerin çoğalması,yurt dışına gönderilen talebeleri teftiş ihtiyacının artması,yabancı ve cemaat mekteblerinin Osmanlı Devleti aleyhine yaptıkları olumsuz faaliyetler Osmanlı devlet adamları ve maarifçilerinin mekteblerin denetimi meselesine daha ciddiyetle eğilmelerine sebep olmuştur. Bununla birlikte II.Meşrutiyet döneminde eğitimde teftiş ve merkezileşmeye daha çok önem verilmiştir. Eğitimin sosyal ve siyasal olaylar üzerindeki etkisinin belirgin olarak görülmeye başlamasıyla merkezi idare tarafından teftişle ilgili yönetmelikler hazırlanmış ve akabinde de ülkenin farklı yerlerine müfettişler gönderilmiştir. Ancak Osmanlı devlet adamları ve maarifçilerinin bütün iyi niyetli çabalarına rağmen ne II.Abdülhamid döneminde ne de II. Meşrutiyet döneminde mektebler üzerinde sağlam bir denetim mekanizması kurulamamıştır. Anahtar Kelimeler: Osmanlı eğitimi,eğitimin teftişi,eğitim ve öğrenci müfettişleri. -------------------- ABSTRACT Efforts to inspect schools and students sent abroad in the modern sense started during Tanzimat Reform Era in the Ottoman Empire. From the period of Abdulhamid,the 2nd, on the nationwide increase in the number of schools, rise in the need to inspect students sent abroad,and negative activites carried out by the foreigner and community schools against the Ottoman Empire urged the Ottoman statesmend educators to adres the matter of inspecting schools more seriously. Concordantly, educational inspection and centralization were attached further importance during the Second Constitutional Era. In consequense of witnessing the significant impact of education on social and political developments, the central administration started to draft regulations on inspection and then to send inspectors the verious parts of the country . However, the Ottoman statesmen and educators failed to establish a sound inspection mechanizm over schools neither during the period of Abdulhamid,the 2nd,nor during the Second Constitutional Era despite all of their bona fide efforts.
