Özet:Kalite en bilinen haliyle amaca uygunluktur. Toplam Kalite Yönetimi ise yalın bir anlatımla işletmelerin hatayı azaltarak maliyetlerini düşürmek anlamına gelir. Temel amacı kâr olan işletmeler için hatasız üretim ve düşük maliyet zorunluluk iken; değişen dünya kalitesiz rekabeti imkânsız hale getirmiştir. Artık hem düşük maliyet hem kalite aynı sorunun cevabı olmak durumundadır. Tüm bunlar literatürde önemi ve gerekliliği birçok çalışma ile ispatlanmış olsa da; ‘Toplam Kalite Yönetimi sistemlerinin uygulayıcıları tarafından nasıl algılanıyor, dolayısıyla ne denli etkin bir biçimde uygulanıyor’ son yıllarda akademik çevre ve örgütlerde sıkça tartışılan bir diğer konu haline gelmiştir. İşletmelerde her sistemin doğru uygulanabilmesi için sistemi uygulatan insan faktörü en önemli girdidir. Çalışanların inanmadığı bir şeyi etkin ve verimli bir biçimde uygulamaları olanaksızdır. Bu sebepten ötürü çalışma örneklemi, kalite sistemi uygulayan firmalardan (sonuçların daha sayısal verilerle daha net görülebilmesi inancından ötürü üretim sektöründe) işletmenin karar mekanizmasına hâkim,üst ve orta düzey yöneticiler ile işletme sahipleri olarak tercih edilmektedir. Sonuçların yalnızca sistemi kurmak, sistemi işletmek için verilen eğitim, tahsis edilen işgücü gibi maliyetlere katlanmakla değil, sistemi tüm işletme olarak anlayıp uygulamakla istenilen hale gelebileceği gerçeğinden hareketle yapılan bu çalışmanın literatüre ve uygulamadaki durumu ortaya koymaya önemli katkıları olacağı kanısındayım. ABSTRACT Quality is mostly known as suitability to the aim. Total Quality Management with a simple expression means that it is for decreasing costs by reducing error. While for the companies, which the main aim is profit, free of error production and less cost is obligation; changed world made competition impossible without quality. Now and then both less cost and quality should be the answer for the same question. Although all of these’ importance and necessity are proved in the literature by many of study; as another subject, academia and organizations frequently discuss ‘how is perceived by the people who practice Total Quality Management systems’, so how much effective is applied’. The ‘person’ is the most important input in order to be able to apply every system in firms. For any employee it is impossible to finish any work effectively and productively if they don’t believe. Because of that the sample of the study are chosen as the supervisors and managers and owner of the firms that have the power of decision, from the companies which apply quality system (product sector is chosen by the belief of getting nominal data helps to see clearly). I believe that the study; that’s start point of the reality which is not only by tolerating the costs like establishing the system and in order to apply the system supplied educations, designated labour, but also by the understanding and applying of the system, desiring results can be achieved, have important contribution both on literature and on demonstrating the picture in the application.
