Özet:TÜRKİYE’DE TV VE SİNEMA FİLM SETLERİNDE ÇALIŞANLARIN SORUNLARI VE ÇÖZÜM ÖNERİLERİ Son birkaç on yıldır yaşanmakta olan küreselleşme ile birlikte sermayenin sınırları ortadan kalkmış ve dünyanın her yerinde çalışanlar için yarı zamanlı, serbest çalışma, parça başı iş yapma gibi yeni istihdam kalıpları yaygınlaşmıştır. Tam zamanlı istihdamın ve iş güvencesinin ortadan kalktığı böyle bir ortamda, küresel ölçekte yaşanan ekonomik krizlerle reel ücretler giderek düşmüş ve insanlar, sürekli bir işsizlik korkusuyla yaşar olmuştur. Dünyanın her yerinde sinema-televizyon alanında, özellikle set çalışanları her geçen gün daha da uzayan esnek çalışma saatlerine katlanırken; Türkiye’de durum daha da kötüdür. Türkiye’de set işçileri geçmiş yıllarda bazı haklar elde etmişlerdir; ancak, bu haklardan bugün söz etmek olası değildir. Bu çalışmada Türkiye’deki sinema ve televizyon set işçilerinin çalışma koşulları, sosyal güvenlik, emeklilik hakları, bağlı oldukları kanunlar gibi konular, örgütlenme temelinde sunulmuştur ve Hollywood ile Avrupa’daki uygulamalara da değinilmiştir. Öne sürülen düşünce ise neoliberal söylemlerin 1970’lerden beri iddia ettiğinin aksine; emeğin her zamankinden daha fazla sömürüldüğü bu yeni dünyada örgütlenmeye duyulan ihtiyacın ortadan kalkmadığı, aksine katlanarak arttığıdır. ABSTRACT THE PROBLEMS OF TV AND CINEMA FILM SET WORKERS IN TURKEY AND SUGGESTIONS OF SOLUTION With globalization that has been experienced for about few decades, the borders of capital have disappeared and for the workers around the world, new employment patterns, such as part-time, freelance and piecework employment have become widespread around the world. In an such environment where full-time employment and job security have disappeared, with economic crises progressed on a global scale, real wages have gradually declined and people start to live with a constant fear of unemployment. In cinema-television area around the world, while especially set workers are enduring more and more flexible and longer working hours; the situation in Turkey is even worse. Although set workers in Turkey gained some rights in the past; today it is not possible to talk about the said rights. In this study, subjects such as working conditions of cinema and television set workers in Turkey, the social security, retirement rights of them and the laws they’ve got is presented in terms of organization and the practices of Hollywood and Europe about the said subject are also mentioned. The idea which put forward is; contrary to what neoliberal discourses have been claiming since 1970s, in this new world where labor is exploited more than ever, the need for organization has not disappeared, in contrary, it has exponentially increased.
