Özet:Bu tezde bir kamu iktisadi teşebbüsü olan PTT’nin 175 yıllık tarihindeki değişimleri, kurulduğu zamanın teknoloji üssü olması ve günümüz sistemine nasıl ayak uydurduğu gösterilecektir. PTT’den yola çıkarak posta ve haberleşme tarihinde ne gibi süreçlerin yaşandığı ve bununla birlikte iletişim çağına nasıl gelindiği noktasında sistematik bir çalışma yöntemi izlenecektir. Tezin birinci bölümünde posta ve haberleşme tarihi ile birlikte PTT’nin kuruluşundan günümüze kadar gelen serüvenini ele alınacaktır. Bir KİT olan PTT’nin hem Osmanlı Devleti döneminde hem de Cumhuriyet Döneminde var olduğu gerçeği düşünülecek olunur ise; bir kurumun birbirini takip eden iki dönemde nasıl geliştiği ve kurumsallaştığı devlet işleyişin ne kadar güçlü olduğu noktasında yol gösterici olacaktır.Tezin ikinci ve üçüncü bölümlerinde ise PTT’nin işleyişini ve krizler döneminde ekonomik göstergelerin krizlere karşı nasıl tepki verdiği ele alınacaktır. Bunun için de istihdam, yatırım planları ve gelir-gider dengesi gibi ekonomik verilerden faydalanılacaktır. Ayrıca PTT’nin var olduğu bu uzun süreçte ne gibi aksaklıkların var olduğu ve bunun çözüm önerilerinin ne olduğu gibi bazı tespitler yapılmaya çalışılacaktır. ABSTRACT In this thesis, the state-owned enterprise PTT’s changes in 175 year-history, establishing to be a technology base at that time and also how the PTT kept up with the present system will be showned. Starting with PTT, it can be monitored that how mail and communication became up to date and also moving to communication age systematically will be fallowed in this document.In chapter 1, mail and communication history will be examined and it will be discussed with PTT journey until today. PTT is KİT and agreeing that as a fact PTT was during Ottoman State as well as Republic period Therefore, it is important to see that a corporation keep continuing to develop and institutionalize which will also demonstrate how the state’s operation was strong at those times.In chapter 2 and 3, operation of PTT and in crisis, how economic indicators were reacting against to the crisis will be discussed. In order to discuss this, it will be benefited from economic data such as employment, investment plans and income-expenditure balance.Lastly, since PTT exist what type of issues PTT faces, what kind of solutions could sort out these problems will be brought up and discussed with it details.
