Yarattığı dışsallıklar, maliyetleri ve fiyatlama politikaları, özellikle sosyal devlet ve kamu yararı açısından devletin sektördeki fonksiyonunu arttırmaktadır. Gelişmiş ülkelerde olduğu gibi, özellikle alt sistemlerin rekabetine değil, tamamlayıcılığına yönelik ve diğer sektörlerdeki gelişmeler de dikkate alınarak yapılacak bir ulaşım planlaması, ekonomik kalkınma açısından bir anlam kazanmaktadır. Bu çalışmada, öncelikle gelişmiş ülkelerin, tarihsel bir akış içerisinde ulaşım sektörüne kalkınmaları açısından yükledikleri fonksiyon değerlendirilmiş, ardından, sektörün teknik özellikleriyle birlikte etkinlik alanlarına göre sınıflandırılması ve ekonomik kalkınma doktrinleri ile kalkınma planları açısından ulaştırma sektörünün geçirdiği evrim ele alınmıştır. Özellikle 1980 sonrasında uygulanan neo-liberal politikaların ulaşım sektörüne yansımaları, sürdürülebilirlik, özel sektör katılımı, dışsal maliyetlerin içselleştirilmesi, fiyatlandırma, kullanıcı öder ilkelerinin bir bütünün parçaları olduğu görülmüştür. Ayrıca, AB Ortak Ulaştırma Politikası’nın dışsal boyutunu oluşturan Türkiye, Trans-Avrupa ağlarına entegre olmak için dahil olduğu Marmaray, TRACECA, Karadeniz Otoyolu ve 3. Boğaz Köprüsü projelerini ulusal çıkarlarımızla ne ölçüde örtüştürdüğü konusu düşündürücü olmaktadır. Keywords: Economic Development, Transportation, European Union, Swot Analysis. ABSTRACT THE TRANSPORTATİON SECTOR BY ECONOMİC DEVELOPMENT ERSPECTİVE AND THE EVOLUTİON OF POLİCİES İN TURKEY: THE SECTORAL SWOT ANALYSES İN THE PROCESS OF ADAPTATİON TO THE EUROPEAN UNİON The transportation is a service sector which looms large at the economic development of a country. The externalities, costs and pricing policies of this sector raises the functioning of state in the sector in terms of especially social state and public interest. As in the case in the developed countries, the planning of the transportation which must take into account both the developments in the other sectors and the towards not competition but otherwise complementary feature of the subsystems of the transportation has had a meaning in terms of the economic development. In this study, first of all, the attributed function of the developed countries about the transportation sector in the historical process in terms of their economic development assessed. After that, both the technical features of sector and the classification by fields of the efficiencies and also, the evolution of said sector in terms of the economic development doctrines and the development plans discussed. Especially, after 1980’s including the reflects to the transportation sectors of the neo-liberal policies drive, sustainability, private sector involved, the internalization of the external costs, pricing and “user pay” principle all these factors are seen the parts of the whole. Besides, Turkey which is the external dimension of the EU Common Transport Policy wants to be part of TEN, but Marmaray, TRACECA, Karadeniz Highways and 3. Bosphorous Bridge projects which is extension of TEN are thougt-provoking about overlapping with national interests.
