Özet:Bu çalışmaya esas teşkil eden Mehmed Emin Recâî Efendi Mecmuası, 1768-1772 tarihleri arasındaki diplomatik yazışmaları ihtiva eden bir münşeat mecmuasıdır. Eserin biri Millet Kütüphanesi-Ali Emiri/Tarih Kısmı 304 numarada, diğeri İstanbul Araştırmaları Enstitüsü-Şevket Rado Yazma Eserler Kitaplığı 487/1 numarada kayıtlı iki nüshası bulunmaktadır. Söz konusu iki nüsha mukayese edildiğinde; Ali Emiri Nüshası'nın Şevket Rado Nüshası'ndan istinsah edildiği ortaya çıkmıştır. Ayrıca eserin Mehmed Emin Recâî Efendi tarafından kaleme aldığına dair kaydın, sonradan kaleme alınan Ali Emiri Nüshası'na müstensih tarafından eklendiği tespit edilmiştir. Bu nedenle eserin müellifi kesin olarak belli değildir. Mehmed Emin Recâî Efendi Mecmuası'nda 93 adet belge sureti yer almaktadır. Söz konusu 93 belgenin 89'u 1772 yılı Osmanlı-Rusya barış müzakerelerine dairdir. Bu belgeler, Yergöğü Mütarekesi ve Fokşan Barış Müzakereleri sırasında Osmanlı murahhaslarının müzakerelere dair sadrazam, reisülküttab ve reis vekili ile karşılıklı yazışmaları; Rusya murahhasları, Leh boyarları ve Rus General Romanzow'un sadrazama ve Osmanlı murahhaslarına gönderdikleri mektuplar ile müzakerelere dair diğer bazı takrir, kaime, kağıt, temessük ve ruhsatnâme gibi belge suretleridir. Mecmuanın belge suretlerinden oluşmasından dolayı aynı belgelerin asıllarına veya başka suretlerine arşivlerde, diğer münşeat mecmualarında ve devrin kroniklerinde rastlamak mümkündür. Ancak farklı arşivlerde çeşitli fonlara, defterlere, mecmualara ve kroniklere dağılmış vaziyetteki bu belgeler, toplu halde yalnızca Mehmed Emin Recâî Efendi Mecmuası'nda yer almaktadır. Bu nedenle eser, Yergöğü Mütarekesi ve Fokşan Barış Müzakerelerine dair en önemli yerli kaynaklar arasındadır. ABSTRACT Mehmed Emin Recâî Efendi Mecmuası, which is the main subject of this work, is a münşeat mecmuası that contains the diplomatic correspondences between the years of 1768-1772. One edition of this work can be found in Millet Library-Ali Emiri/Tarih Section no 304. Also two editions of this work can be found in İstanbul Research İnstitute-Şevket Rado Manuscript Section no 487/1. When the first edition is compared with the aforementioned two editions, it can be understood that Ali Emiri edition was copied from the Şevket Rado edition. Also it is understood that the copyist added the name of Mehmed Emin Recâî Efendi to the Ali Emiri edition. Therefore the name of the author of this work is not quite clear. There are 93 document duplicates in the Mehmed Emin Recâî Efendi Mecmuası. 89 of them deal with the 1772 Ottoman-Russia peace negotiations. These documents include correspondences between Grand Vizier, Reis Efendi and deputy reis about the negotiations of the Ottoman executives during the Armistice of Giurgiu and Focsani Negotiations; letters which were sent to the Grand Vizier and Ottoman executives by Russian executives, Polish Boyars and Russian General Romanzow, and some document copies about the negotiations such as takrir (petition), kaime (decree), kağıd (paper), temessük (bonds), ruhsatname (decree of permission). It is possible to see the original or other copies of the documents which the work contains, in archives, other münşeats and contemporary chronicles. Because, the work is a composition of document duplicates. However these documents which were dispersed to different archival fonds, books, composition and chronicles, can only be found in the Mehmed Emin Recâî Efendi Mecmuası in a collective way. Therefore it is one of the principal native sources about the Armistice of Giurgiu and Focsani Negotiations.
