Özet

This research aims to reveal the uniqueness of the period of the Rightly- Guided Caliphs in protecting public property, and to examine the measures and innovations implemented by the first Caliph, Abu Bakr as- Siddiq, for this purpose. This study followed an inductive, descriptive and analytical approach, Abu Bakr's practices were examined based on evidence and the narrations in the Musnad of Abu Bakr and books about public property were evaluated. In addition, the seven basic measures that Abu Bakr took in the context of protecting public property are also explained. The originality of this research lies in addressing an important issue that has not been sufficiently explored in previous studies and in distinguishing between the Rightly-Guided Caliphs and other rulers in terms of managing and safeguarding wealth. By compiling Abu Bakr as- Siddiq's measures for protecting public property, this research aims to contribute to contemporary financial legislation. It is revealed as one of the important results that the Rightly-Guided Caliphs in general, and Abu Bakr in particular, showed the highest level of sensitivity a leader could show in protecting public property.
