This paper investigates cluster consensus in a second-order multi-agent network with input and communication delays. In the absence of specific graph constraints, the concepts of primary and secondary layer subgraphs are employed to identify the number of naturally forming consensus clusters and their members. The paper derives delay conditions that ensure the system converges to cluster consensus. Numerical examples are presented to verify the validity of the theoretical results.
