The COVID-19 pandemic exacerbated existing healthcare access challenges for vulnerable Syrian
migrants in Türkiye, who already face barriers due to their migration status. Despite inclusive health
policies in theory, language, economic hardship, legal uncertainties, social stigma, and cultural
differences limit their access in practice. This study explores the health challenges through the lens of
Structural Vulnerability Theory, highlighting systemic inequalities intensified by the pandemic. Employing a
mixed-method approach, we conducted 118 surveys and 16 in-depth interviews among Syrian migrants in
Istanbul, selected through snowball sampling. Findings reveal that language barriers, limited health
literacy, economic hardship, informal employment, and fear of deportation significantly hinder healthcare
access. These factors prevent migrants from utilizing available services and deepen structural
inequalities. The study emphasizes the urgent need for improved language support, targeted awareness
campaigns, economic assistance, and safe access to healthcare for undocumented migrants. The
findings advocate for developing and implementing inclusive, long-term healthcare policies that address
the specific needs of Syrian migrants in Türkiye, extending beyond immediate crisis response.
