The aim of this study is to continue the change movements that started in the field of librarianship with the Law
of Unification of Education, with the help of John Dewey, Helmut Ritter, Lawrence Thompson, Arthur McAnally,
D.R. Kalia; and to examine the effects of the reports written by experts such as Fehmi Ethem Karatay and Adnan
Ötüken, which he sent abroad for librarianship education, on Turkish Librarianship. In the reports written by the
experts, the current situation of the Turkish librarianship was analyzed and the measures to be taken for improvement
by identifying the deficiencies were recommended.
It is seen that what is recommended or foreseen in the reports (in the context of the period) is to “manage
change”. Therefore, the fact that those who are interested in the librarianship profession in our country both invite
experts from abroad and send experts abroad suggests that Turkish librarianship follows an active policy in order to
catch up with the changes in the world. It is seen that we are sensitive about this issue with both legal regulations and
commission meetings in order to adapt to the developments experienced in every period and to the changes that
occur as a result of these developments.
Some of the reports in the study have been personally reached, and the existence of some of them has been
determined in the literature. For this reason, although each of the reports could not be examined in equal depth, it is
considered that the combination of these reports, which affect the development of Turkish Librarianship, will make
an important contribution to the literature, so they are discussed chronologically in this study.
