Bu çalışmanın amacı, Millî Eğitim Bakanlığı'na (MEB) bağlı eğitim kurumlarındaki iş sağlığı ve güvenliği (İSG) uygulamalarını ISO 45001 yönetim sistemi standardı çerçevesinde değerlendiren yeni bir ölçek geliştirmektir. MEB'e bağlı eğitim kurumlarında çalışan 322 kişilik bir örneklem kullanılarak ölçeğin geçerliliği, açımlayıcı ve doğrulayıcı faktör analizleri ile değerlendirilmiştir. Diğer yandan Cronbach alfa, bileşik güvenilirlik (CR) ve ortalama çıkarılan varyans (AVE) analizleri yoluyla ölçeğin iç tutarlılığı test edilmiştir. Analiz sonucunda geliştirilen ölçek, yüksek güvenilirlik ve geçerlilik göstermekte ve doğrulayıcı faktör analizi sonuçları modelin uyum iyiliğini teyit etmektedir. Genel Cronbach alfa değeri 0,983 olarak belirlenmiş ve yüksek iç tutarlılık gösterdiği bulunmuştur. CR ve AVE değerleri ölçeğin güvenilirliğini ve geçerliliğini doğrulamakta, test-tekrar test analizleri de zamansal istikrarı sağlamaktadır. Sonuç olarak, bu çalışma Türkiye'de eğitim sektöründeki İSG yönetim sistemi uygulamalarını standart bir ölçekle değerlendiren ilk kapsamlı akademik araştırmalardan biri olması açısından önem arz etmektedir. Bu çerçevede, çalışmanın eğitim kurumlarında İSG süreçlerinin izlenmesi, risklerin azaltılması ve düzeltici faaliyetlerin uygulanması yoluyla sürdürülebilir ve etkili bir İSG yönetim sisteminin geliştirilmesine önemli katkılar sağlayacağı düşünülmektedir.
The aim of this study is to develop a novel scale that evaluates the occupational health and safety (OHS) practices in educational institutions affiliated with the Ministry of National Education (MEB) within the framework of the ISO 45001 management system standard. The validity of the scale was assessed through exploratory and confirmatory factor analyses using a sample of 322 employees working in MEB-affiliated educational institutions. In addition, the internal consistency of the scale was tested using Cronbach's alpha, composite reliability (CR), and average variance extracted (AVE) analyses. The results of the analyses indicate that the developed scale demonstrates high reliability and validity, with confirmatory factor analysis confirming the goodness-of-fit of the model. The overall Cronbach's alpha value was determined to be 0.983, indicating a high level of internal consistency. The CR and AVE values further confirmed the reliability and validity of the scale, and test-retest analyses ensured temporal stability. Consequently, this study is significant as it represents one of the first comprehensive academic research efforts to evaluate the implementation of the OHS management system in the education sector in Turkey through a standardised scale. In this context, the study is expected to make significant contributions to the development of a sustainable and effective OHS management system in educational institutions by enabling the monitoring of OHS processes, reducing risks, and implementing corrective actions.
